KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions Overall project implementation is proceeding, but needs to be accelerated. For the Flood Emergency Response Component, out of approximately 300,000 eligible registered farmers below 25 acres, 80% have received area-based allocations, and 70% of farmers below 12.5 acres have received additional lump-sum payments. FERC payments are expected to conclude at the end of 2024. For the Water Resources Management component, the Hydro-Agro Informatics (HAI) program has been launched and consultants will soon be mobilized for the initial 8 month design phase. The Sindh Water Policy Implementation Committee has been notified. For the Irrigation Component, consultants for the Farmer Organization subprojects are now mobilized and they should formulate the FO “Area Development Plans” for the three pilot FOs by the end 2024. For Akram Wah canal upgrading, a design review is underway and bidding documents are expected to be issued in late 2024. 5.
