                                             Re: Ukraine: Loan No. 9110-UA
                            (Additional Financing for Serving People, Improving Health Project)
                                                Extension of Closing Date

                   We refer to the Loan Agreement (“Loan Agreement”) between Ukraine (“Borrower”) and
          the International Bank for Reconstruction and Development (“Bank”) dated May 15, 2020, as
          amended, for the above-referenced Additional Financing for Serving People, Improving Health
          Project, and to the letter from the Ministry of Finance dated March 27, 2024, requesting extension
          of the Loan Closing Date.

                    We are pleased to inform you that the Bank concurs with your request as follows:

          1. June 30, 2024 is established as the later date for purpose of Section IV.B.2 of Schedule 2 to the
             Loan Agreement.

                 Regarding the request for DLR amendment, further discussions are needed to agree on the
          way forward. The World Bank team will follow up directly to agree on the proposed changes.

                   In accordance with the Bank’s current practice, further disbursements from the Loan will
          be made for Withdrawal Applications received by the Bank by close of business on October 31,
          2024, in respect of eligible expenditures incurred by the Closing Date (i.e., payments made or
          payments due for goods, works and services or other eligible expenditures that have been provider
          prior to the Closing Date). Proceeds of the Loan remaining unwithdrawn after disbursements have
          been made in respect of these Withdrawal Applications will be canceled.

                  Except as specifically amended in this letter, all other provisions of the Loan Agreement
          remain in full force and effect.
