INTRODUCTION 1. A World Bank mission led by Minghe Tao for project implementation support for the Second Gansu Cultural and Natural Heritage Protection and Development Project (Gansu II) was conducted between April 22 and 24, 2024. The objectives of the mission were: to (a) provide implementation support to the PMO and PIUs, and review the overall implementation progress status, level of achievement and counterpart funding commitment; and (b) review compliance with safeguard and fiduciary policies. (c) review the project asset management plan; and (d) discuss the preliminary results of socioeconomic impact survey of the project. 2. The Task Team met with officials and representatives from Gansu Provincial Finance Department (PFD) Gansu Provincial Development and Reform Commission (DRC), Gansu Provincial Project Management Office (PPMO), local County PMOs, Project Implementation Units (PIUs), and consulting teams. The Task Team would like to thank the PPMO, PMOs and PIUs for excellent organization of the mission, field visits, and warm hospitality. The main findings and recommendations of the mission are recorded in this Aide Memoire (AM) and were discussed at the wrap-up meeting on April 24, 2024, with the participation of leaders from the PFD, PDRC, PMOs and PIU. A list of persons met and connected is attached in Annex 1. II. SUMMARY OF PROJECT IMPLEMENTING STATUS 3. Implementation Status: Table 1 below summarizes the mission findings and project implementation status. 1 Table 1: Summary of Mission Findings and Project Status The PDO remains relevant to Gansu, including Huaxia Cultural Heritage Initiative of 2013. The newly added Yongtai Ancient City Tourism and Community Improvements Subproject Progress of Jingtai County (Jingtai Subproject), which substitutes the cancellation of the Yellow River Towards Stone Forest Tourism and Community Improvements Subproject will ensure that these targets Achieving PDO are achieved and the project is on track to achieve the PDO: to conserve cultural and natural heritage, enhance tourism services and improve community services in selected project sites in Gansu Province. Out of all the 61 approved contracts with total costs around CNY736 million, 57 contracts have been signed contracts of CNY706 million (US$104 million equivalent), total completed activities reached CNY562 million (US$82 million equivalent), which is about 80% of the Implementation committed project’s contracts. The remaining 4 contracts for interior decorations and Progress operation enhancement with around US$4.31 million are at the bid evaluation process and will be awarded in May 2024. All remaining contracts will be substantially completed by September 2024. See Annex 2 for details of the contract analysis. With the support from the Project Management Consultants (PMC), the project management is satisfactory. With substantial completion of all construction activities except those under Jingtai Subproject, PPMO and PMC are advised to provide more intensive support to Jingtai Project CPMO to accelerate the construction activities while they are providing continual support to Management other CPMOs to complete various activities, including technical audits, contract acceptance and payment to close all contracts and to transfer project assets to operation. The PPMO and Jingtai County PMO are requested to submit monthly progress report of the Jingtai Sub- Project at the end of each month until the full completion of this sub-project. The cumulative counterpart funds (CFs) delivered to date is approximately 26% of the initially planned but 80% of revised needs as predicted after the first restructuring. The Counterpart counterpart funds have been allocated sufficiently to fulfill the project's needs. The PPMO Funding and county PMOs are urged to update the counterpart funding plan in the next submission of interim financial reports (IFR) to reflect the actual counterpart funding demand, and to ensure the remaining CFs are timely allocated to meet the needs. IBRD loan disbursement reached US$71.8 (71.8% of the allocation). It was noted that about US$81 million of the project activities had been completed, however, the payments made to Financial the contractors were only US$69 million at the time of the mission. Fifty-seven (57) out of the total 61 contracts have been signed and are under implementation, 37 contracts were satisfactorily completed, 20 contracts (including 13 works contract for Jingtai and 7 TA contracts) were at various stages of implementation, and the 4 remaining Procurement contracts in estimated cost of CN291 million (US$4.316 million) will complete their respective biddings in May 2024. The remaining project activities will be substantially (>90%) completed before September 2024 and fully completed and accepted before the loan closing date on December 31, 2024. The PPMO and the PMC have been reporting on time and provide the Task team with a comprehensive biannual progress report prior to the start of the mission. Social safeguards of existing sub-projects have progressed satisfactorily. There were no outstanding issues reported. Eleven community organizations which are farmer's cooperatives have been established in 11 Community sub-project villages as planned. The Gansu Provincial Government and participating project counties have consistently shown strong commitment to the project throughout implementation and have given high priority to activities in support of reaching the Project’s Development Objective (PDO). 7. Relevancy of the PDO. The PDO remains relevant to the Gansu, including Huaxia Cultural Heritage Initiative of 2013. The newly added Jingtai Subproject will ensure that the targets will be achieved and the project is on track to achieve the PDO: to conserve cultural and natural heritage, enhance tourism services and improve community services in selected project sites in Gansu Province. Implementation progress. 8. Assessment of the Implementation Progress. Tables 3 below illustrate the current implementation status of the project by contract costs, by components, and by participating county/district respectively. See also Annex 3 which depicts the intermediate output results of the project components. Issues related to the Project Implementation. There are two issues related to the project implementation: (i) Jingtai Subproject. The implementation of Jingtai Subproject shall be expedited to secure full completion of all activities by the loan closing date, December 31, 2024. Although five major works contracts have been launched, overall completion is only around 20%. With support from the provincial project management office (PPMO) and project management office (PMO), the local government must enhance the leadership to accelerate progress. Community development initiatives, such as cooperatives incubation, and various skill training programs should commence no later than July 2024. The Jingtai County Project Management Office (CPMO) shall timely submit loan disbursement applications, organize technical audits alongside contract implementations, and devise plans for future operation and maintenance. The CPMO is required to furnish monthly progress reports to the World Bank team until project completion. Any outstanding works beyond the loan closing date shall be completed with counterpart funding. 5 (ii) Subprojects in Jingchuan, Kangxian, and Tanchang. PPMO and CPMOs of Jingchuan, Kangxian and Tanchang shall close all contracts by completing remaining construction activities, finishing contract audits, processing contractual payments, including retention moneys for all contracts by September 2024. Since there may be expenditures from the loan after the closing date for project activities completed by December 31, 2024, it is advisable to allocate a corresponding amount of counterpart funds in the county budget for 2025. The project asset management plans (AMPs) for all counties/subprojects shall be developed, endorsed by local governments, and implemented by operating agencies before the loan closing. Status of Jingtai Subproject (for Yongtai Ancient City Tourism and Community Improvement) 10. The mission took note that the Jingtai Subproject consists of eight contracts. To ensure good practices in contract and construction management among the eight contractors and various agencies involved in the subproject, the mission has advised the local PMO to promptly appoint a responsible site manager capable of coordinating efforts across all parties. The mission urged that site management team (SMT, which may consist of client representatives, supervision engineer and contractors’ project manager) should be set up to coordinate the construction activities between different contractors. SMT should prepare and submit weekly update to PPMO focusing on contract-level progress and any immediate issues. Monthly construction supervision reports shall be prepared by the supervision engineer and submitted to CPMO, local government leadership, PPMO and the Bank. Based on the monthly reports, the CPMO and PPMO shall prepare a plan for the loan disbursement and submit loan withdrawal applications regularly. 11. The mission is pleased to acknowledge the PPMO's confirmation that all contracts comprehensively cover the necessary goods, equipment, and furniture for the operation and functionality of the invested assets. The mission also reiterated that 1) the ancient city protection (implementation) plan should be updated to minimize the adverse impacts on ancient city (villages) due to the surge of tourist arrival; 2) all auxiliary or counterpart utilities as financed by local funding (such as electricity and water supply, wastewater and solid waste management, heating system etc.) should be constructed in parallel to ensure the project assets . The mission encouraged the CPMO/ the county PIU to maximize utilizing the local green energy by immediate optimization of the construction designs for the sake of reducing future operation costs, as well as to pilot sustainable low-carbon tourism in the Province. 12. Apart from the construction activities, Jingtai PMO/PIU will launch rest of project activities immediately, including: 1) capacity building for the project management staff and future operators; 2) incubating village cooperatives, skill training of villagers and other community development activities; 3) preparing AMP/ business plan as to integrate the site as new tourist destination for market promotion and regional tourism development, etc. with support from PPMO and PMC. 13. Due to limited time before loan closing, Jingtai PMO needs hiring a consulting firm to conduct follow-up technical audit for all ongoing contracts to secure timely final settlement and contract acceptance by loan closing. Community Development 6 14. The mission noted that the eleven farmer's cooperatives have continued to receive incubating services and technical training as well as guidance from the contracted Sichuan incubating agency in 11 sub-project villages of the existing project localities. Two rounds of field training and incubation were done to date. A 10- minutes video program was presented during the mission. The Bank task team urged that video should focus on project outcomes and impacts in terms of how local communities and cooperatives benefited from the project. 15. The Bank advised that capacity building should also be provided to the two new farmer’s cooperatives under the Jingtai Subproject. The farmer’s cooperatives urgently need guidance and technical support for marketing channels and tools. Marketing training is in high demand by the farmer’s cooperatives, especially on new social media marketing such as Tik Tok and Taobao platforms. TA completion report, together with an updated video materials focusing on the results shall be submitted to the World Bank by August 31, 2024. Financial Management (FM). 16. The World Bank’s disbursement system shows the disbursed loan amount is about USD 71.8 million and the disbursement rate is 71.8%. This reflects an increase of 3.9% compared to the previous mission. The disbursement is behind the works completed for subprojects of Jingchuan, Kangxian, and Tanchang. For Jingtai, given the loan closing in less than eight months, the Bank urged that at least US$2.5 million worth of works shall be completed every month on average so that all project activities can be fully completed by loan closing. The task team also had a separate meeting with PPMO/CPMOs/PMC regarding the counterpart funding, which had been timely allocated in the previous years after the first restructuring. The 26% counterpart funds (CFs) allocation as indicated in the interim financial report submitted by the PPMO was calculated based on the initial fundraising plan, with the CFs planned at CNY261 million. The revised amount of CFs needed is CNY66.6 million with CNY53.36 million already allocated. This change needs to be noted in the next IFR submission to avoid confusion. 17. The required interim financial reporting for the 2nd half of year 2023 had been received timely and no significant issues were noted. The PPMO is requested to submit the interim financial report for the first half year of 2024 to the World Bank by August 31, 2024. Procurement. 18. Procurement Performance: A total of 61 contracts is finally agreed and included in the latest procurement plan with a total amount of CNY670 million. All have been signed, except 4 contracts for which bidding will be finished by June 2024 and delivered by November 2024. On overall implementation progress, Tanchang and Hezheng have fully delivered their component contracts; Jingchuan and Kangxian have two ongoing contracts each, which will be completed in June and August 2024 respectively. Regarding Jingtai county, the MTR’s new package has nearly finished bidding process with no major issues and expected for completion by the project closing date December 2024. PMMO services contracts are being implemented on schedule. In sum, the overall procurement is satisfactory. 19. Procurement Management: The overall disbursement percentage 69.9% is still behind the overall completion percentage 81.04%. Because most of completed contracts are pending with the final completion payment certificate and/or the final taking-over process. The mission requests the respective county to speed-up the 7 process under the applicable national and domestic regulations. In the meantime, the mission requests them to keep the STEP account updated in pace with bidding process. Environmental and Social Safeguards. 20. There is no outstanding environmental and social safeguards issue in the past six months of project implementation. The land acquisition process of the Jingtai Subproject has been completed, including full compensation for all the five affected households. The government budget has also been made available for the collective forest land and grasslands according to PMO’s report (See more details in Annex 5). The external monitoring agencies are requested to prepare the monitoring completion report focusing on E&S performance, risk identification and mitigations, lessons learned, and comparisons of the monitoring indicators before and after the project. Community Development 21. Incubation of Villagers’ Cooperatives shall be extended to the villages of Jingtai Subproject. Lessons and experiences from incubating activities in previous 11 villages should be applied to better design the additional activity so that the capacity of the cooperatives is enhanced, skills of villagers improved, local farm produce promoted, indigenous culture protected, and villagers’ incomes increased. Asset Management Plans (AMPs) 22. The Bank task team urged that AMPs shall be prepared for all assets built under the project to secure the sustainability of the project outcomes. The AMP should focus on setting up, staffing, and budgeting for the operating agencies as well as marketing strategies. Operating agencies are encouraged to be involved in the late implementing stage so that all project assets will be functioning upon their completion. Borrower’s ICR Preparation 23. Preparation of borrower’s ICR will be launched immediately with a plan submitted to the Bank by PPMO before June 30, 2024. CPMOs and PIUs, with guidance from PPMO and PMC shall draft their subproject level ICRs focusing on capturing the project outcomes and lessons learned. CPMOs are encouraged to collect project outcome data from local media, including newspaper, reports, statistics, PMC shall set up a dedicated team working on borrower’s ICR and supporting the Bank team for preparing Bank’s ICR. The preliminary draft borrower’s ICR shall be submitted to the Bank by September 2024 before the next mission. Meanwhile, PPMO is encouraged to hire a professional consultant to produce video publicizing the project outcomes. Borrower’s ICR will inform the Bank’s ICR. IV. NEXT MISSION DATE 24. Next Mission Date. The next mission date is tentatively scheduled in September to October 2024 upon prior discussion of the project progress. Source: PPMO 18 Annex 4: Socio-economic Impact Evaluation and Beneficiaries Feedback The PMC has achieved the completion of household surveys in Hezheng and Kang counties. The ongoing household survey in Tanchang is forecasted for finalization by end of April 2024. Conversely, the initiation of household surveys in Jingchuan and Jingtai counties remains pending. Within the domain of assessing tourist satisfaction, a significant milestone has been reached with the completion of survey activities. At Guan'egou in Tanchang, more than 80 surveys have been meticulously executed. At Songmingyan in Hezheng, the number of surveys completed has exceeded 70. Furthermore, approximately 80 surveys have been effectively carried out at Meiyuangou in Kang. It is important to note that the survey process for the scenic areas within the counties of Jingchuan and Jiangtai is forthcoming and has not yet commenced. The identification of project-affected communities has been accomplished, encompassing the recognition of certain displaced persons within Hezheng and Tanchang. Interviews have been systematically conducted with community representatives from diverse sectors of farmers' cooperatives. These include a Breeding Cooperative in Hezheng and a conglomerate of Beekeeping, Tea, and Tianma Cooperatives in Kang. The initial draft of the socioeconomic survey progress report, which encapsulates the investigative insights from Hezheng, has been compiled. A subsequent iteration of this report, incorporating revisions, is anticipated to be presented for thorough review before the next mission. Action Plan: 1. Socioeconomic Impact survey for Jing Tai: Following the completion of the Jing Tai county subproject, PMC will execute a socioeconomic impact assessment. This assessment is essential for finalizing the evaluation of the last subproject within Gansu II's project scope. 2. Data Consolidation and Narrative Enhancement: The Bank team will initiate a comprehensive consolidation of data sourced from previous socioeconomic impact surveys. This effort is designed to elevate the project's impact narrative, ensuring that the presentation of findings is not only clear but also compelling. 3. Indicator Review and Framework Alignment: A review of the PDO and the Bank's newly adopted impact scoreboard will be conducted. This step is vital to affirm that the project's monitoring framework includes all pertinent socioeconomic indicators, thereby aligning with current priorities and stipulations. 4. Preparation for ICR report: The economic impact modeling relevant to the project will be updated based on the data collected from the socioeconomic impact survey. This updated modeling will be critical for the preparation of ICR report, providing a comprehensive view of the project's economic impact. 19 Annex 5 Social Safeguards and Community Development Social safeguards The social specialist joined the mission and conducted field visits to Yongtai old town in Jingtai County during 22-24 April 2024. 1. The beneficiaries’ feedbacks on the project benefits : i) Capacity building for developing tourism products, pest management; ii) better logistic infrastructure such as more and better roads in shipping their agriproducts to external markets and scenic spots; iii) Improved marketing for local farmers, and marketing channels expanded by online sale. Live stream of TikTok was applied to beekeeping, tea farming and other cash crops. Local producers could sell tourism products, farm goods like lamb and beef at a price 10% higher than usual, plus wider markets to sell farm goods and tourism products; iv) The project offered more jobs, especially seasonal jobs for local farmers through the project implementation; v) Farmer’s income increased more in the project villages than those in non-project villages. Project villages saw an annual income increase from 22-43% while the non- project village’s annual income increase was 18%. Members of farmer’s cooperatives had a higher income increase than non-cooperative farmers. 2. Yongtai subproject in Jingtai County decided to support two farmer’s cooperatives with some office equipment, management improvement and skill training. A training session was planned for farmers in May 2024. The mission requested that the training would be provided for both men and women, while women trainee should be no less than 40% of all the trainees. The mission discussed with the PMO about further capacity building activities for local farmers in the project site. The mission also urged the PIU to ensure security and proper labor management of workers in the construction camps of this project site. 3. Community organization development The mission was shown the video made by the incubating agency that 11 farmer’s cooperatives provided 1774 jobs to local farmers, among which women accounted for 57.6% of the total jobs, and 2.8% of the jobs were offered to the disabled people. A further shorter video about these farmer’s cooperative development will be developed as a part of the ICR. The ICR report on the development of community organizations will summarize and analyze the results and outcomes of the capacity building for local communities, including the specific improvement areas of management, income generation, farming skills and knowledge, agri-products, unit yield of crops, husbandry, marketing, demo effects and sustainability of these community organizations. 4. ICR preparation. The mission reemphasized that PMOs of project counties and PPMO all needed to collect project social impacts and achievements data and related information for the project ICR. Such data and information could include project benefits, jobs, and compensation provided for project affected people, project benefits for vulnerable groups of people such as ethnic people and women. The implementation evaluation of the ethnic minority plan for ethnic minority groups in Tanchang and Hezheng subprojects. Next step: The PMOs are urged to take the following actions: 20 (a) A small procurement of a Gansu local incubating team will be done by end of May 2024. This is to contract a local incubating team to conduct capacity building activities for two selected farmer’s cooperatives in the Yongtai subproject of Jingtai County. A TOR will be drafted by the Bank team in May 2024. Training and incubating activities will be properly provided by experienced professionals and team for the two new farmer’s cooperatives. The farmer’s cooperatives do need guidance and technical support for tourism products development, marketing channels and tools. Marketing training is in high demand by the farmer’s cooperatives, especially on new social media marketing such as Tik Tok and Taobao platforms. (b) An updated report and video materials on the results of all the eleven farmer’s cooperatives shall be prepared by the consultant and submitted as part of the borrower’s project ICR. (c) The RAP for Yongtai Ancient Town subproject will be monitored with payment evidence and affected people’s signed receipts of the payment, labor rights, security and decent working conditions ensured and monitored. The development of two community organizations in Yongtai subproject needs to move ahead with training, equipment supply and capacity building. (d) The EMDP of the project for Tanchang and Hezheng counties shall continue to be implemented and monitoring report will be submitted by October 2024. Measures shall be carefully taken to ensure ethnic minorities benefit and participate in the project implementation, especially eco-tourism, cultural heritage protection and development, and their community organizations. Progress and monitoring reports on EMDP implementation shall continue. (e) Internal and external monitoring for the project shall continue and the related contract with the external monitoring agency needs an extension as soon as possible. The pre-set monitoring indicators shall be observed. Both internal and external monitoring of the project needs to include but not be limited to RAP, EMDP, community development, gender equality, and beneficiary satisfaction.
