Croatia - Country Partnership Framework Chair Summary* May 13, 2025 Executive Directors discussed the joint IBRD/IFC/MIGA Country Partnership Framework (CPF) for Croatia for FY25-FY30. They supported the World Bank Group (WBG) engagement in the country. Directors welcomed the CPF’s selective focus on the two Outcomes and the cross-cutting emphasis on strengthening institutions to support Croatia’s continued path to graduation. They also acknowledged the CPF’s results orientation and alignment with the WBG Scorecard. While appreciating the CPF’s synergistic approach, Directors inquired about the remaining institutional gaps and foundational reforms. Directors also urged IFC and MIGA to continue providing additionality. They highlighted the need to further address women’s economic empowerment and help improve business environment, job creation, and gender equality. Directors expressed support for the One World Bank Group approach. They acknowledged complementarity and coordination with other development partners, including the European Union. They also appreciated the CPF’s strong focus on knowledge and noted the value of using Croatia’s development experience to benefit other countries. Finally, Directors inquired about the timeline and path for Croatia’s IBRD graduation and the WBG’s value addition given the country’s high-income status, Directors noted the need for a transparent and standardized approach to IBRD graduation to be presented in CPFs for countries above the Graduation Discussion Income (GDI).
