KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions Component 1: Improve Regional Connections in Sughd and GBAO Regions Civil works are progressing in both Sughd and GBAO regions. In Sughd, road rehabilitation across four sections has reached nearly 49% completion, closely tracking the planned schedule, with quality and safety measures improving significantly since the previous mission. In GBAO, the construction of key infrastructure, including the Khorog bridge, avalanche gallery, and related road works, is progressing well, surpassing the planned implementation target. Under this component, feasibility studies and designs for future road improvements in Sughd, GBAO, and Khatlon have been completed and approved. Component 2: Improve Road Asset Preservation and Road Safety Procurement process for installing Weigh-in-Motion systems is underway, with installation planned around Dushanbe. Road Asset Management System (RAMS) development is advancing. RAMS unit has been established, trainings were conducted, and procurement of necessary software and licenses were completed. On road safety, multiple initiatives are ongoing: efforts to improve seatbelt usage through legal reforms and public awareness are progressing, with draft legislation under review. Safety barrier installation for hazardous roads sections is under procurement process. A Road Safety Strategy is being developed, and procurement for establishing a Road Safety Observatory is ongoing after revisions to technical requirements. Component 3: Facilitate Cross-Border Movement of Goods Progress continues on enhancing customs infrastructure through the rollout of the ASYCUDA World platform. While key ICT infrastructure upgrades and server installations are complete, the ASYCUDA system remains in pilot phase at limited locations. Expansion is delayed, and further acceleration is required to ensure full implementation nationwide. A simplified version of the system is being considered for remote sites, and relevant legislative approvals are anticipated by May 2025 to support scale-up. 5.
