Report on the Project Financial Natements
We have audited the accompanYing flinancial st1temeilts ol he National Ilydrology project financed
under World Bank (I oan No- 8725-IN). which comprises the Sitemeuit of Sources and Application of
Funds and the Reconciliation ol'C anims to Total Application of Funds for the year ended 31-03-2024. These
statements are the responsibility of the Project's numaingement. Our responsibility is to expr,-ss -,n opinion-
on the accompanying 1inancial statements bsed on our audit.
We conducted our audit in accordance with the Auditing Standards promulgated by the Comptrollcr
and Auditor General of India. Those Standards require that we plan and perform the audit to obtain
reasonable assurance about whether the financial statements are free from material missta;ement. Our audit
examines. on a test basis. evidence supporting the amounts and disclosures in the financ'al statements. It
also includes assessing the accounting principles used and significant estimates made by mar1aemn-, a
\kell as evaluating the overall statement presentation. We believe that our audit prov ides a reasonable basis
for our opinion.
In our opinion, the financial statements present fairly, in all material respects, the sources and
application of funds of National Hydrology project (Loan No- 8725-IN) for the year ended 31-03-2024 in
accordance with Government of India accounting standards.
In addition, in our opinion, (a) with respect to SOE's, adequate supporting documentation has been
maintained to support claims to the World Bank for reimbursements of expenditures incurred, and (b)
except for ineligible expenditures as detailed in the audit observations, if any, appended to this audit report,
expenditures are eligible for financing under the Loan / Credit Agreement. During the course of the audit,
SOEs / FMRs and the connected documents were examined and these can be relied upon to support
reimbursement under the Loan/Credit Agreement.
This report is issued without prejudice to CAG's right to incorporate the audit observations in the
Reoort of the "AG of'ndia for being laid before Parliament/State or UT Legislature.

Audit Observations
I. Irregular showing of security deposit as expenditure Rs 211.89 lakh.
According to point 3.17.21(i) of chapter 17 of Manual of Standing Order of Comptroller &
Auditor General of India amount recovered towards security deposit does not qualify
reimbursement, however, release of SD to the agencies is claimable. During the course of audit
of National Hydrology Project for the year 2023-24 it was observed that project had deposited
the security deiducted/.Withheld in bank acUount including the amount in expenditure ard mde
reimbursable claim. As on 31", March 2024 the total security deposit withheld was Rs
21189926/-. Thus amount of security deposit withed does not qualify for reimbursement.
2. Non depositing of interest and other receipts in Bharat Kosh Rs 2.86 lakh.
Director NHP vide his letter dated 1 l"' January 2019 had instructed all implementing agencies
to deposit interest & other receipts in Bharat Losh in compliance to rule 230(8) of GFR. During
the course of audit of project for the year 2023-24 it was observed that interest Rs 277196,
tender fees Rs 5500, other recovery Rs 3150 were deposited in bank account instead of Bharat
Kosh, which is irregular.
