KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions The project has faced delays due to municipalities' limited capacity to execute the initially envisioned activities, delays in establishing the PMU and PIUs, and inefficiencies in intergovernmental decision-making processes that have led to prolonged delays in procurement and fund flow. While some of these issues have been addressed, such as improving fund flow to municipalities and staffing the PIU, IDA commitments remain low. The Mid-Term Review mission concluded that while the original project design remains relevant, the objectives are no longer achievable within the remaining implementation period. Major project interventions critical to achieving the original objectives and targets are significantly behind schedule resulting in minimal progress on the project outcome indicators. Most infrastructure activities are still not ready for implementation. As a result, the project should be restructured to simplify scope and refocus efforts on activities that are critical to PDO achievement. 5.
