KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions The project’s overall implementation progress remains Satisfactory, and the project is on track to achieve its development objective. Parent project activities under all components are completed. Through the approved Additional Financing approved in May 2024, the Project is expanding to cover an additional 2,600 rural communities across 27 districts in 13 provinces, and 350 urban communities in seven cities. The Project continues to facilitate delivery by and for women, as women participate in all stages of project implementation. Thus far, CRL activities have created short-term jobs for 945,039 households (achieving 94.5% of the PDO indicator target) supporting some 6.6 million Afghans, and provided over 10.4 million Afghans (90% of the PDO indicator target) with improved access to basic services through community productive assets rehabilitated in rural and urban areas. Component 1, (Emergency Livelihoods Support and Services in Rural Areas) has generated 17.9 million working days for almost 757,790 households, including 1.02 million (5.7%) working days for women. Under the AF, CRLP Facilitating Partners (FPs) have successfully mobilized an additional 2,685 Community Representative Groups (CRGs). 1,469 CRGs have prepared proposals for labor-intensive subprojects to improve community-level productive assets that stimulate economic activity and improve access to services, 159 of which are under implementation. Component 2 implementation (Emergency Livelihoods Support and Services in Urban Areas) has accelerated over the reporting period, with all 520 subprojects being handed over to communities, generating 4.77 million labor days, with 0.5 million labor days for women. The activity benefitted over 162,000 households, including 9,700 IDPs and 1,550 returnees. Under the AF, designs for 232 subprojects have been completed (from a target of 350), 125 are under implementation, and 67 have been completed. These investments, a significant number of which strengthen climate resilience in vulnerable urban neighborhoods, have generated over 600,000 labor days for nearly 25,000 households. Nearly 11% of laborers under Component 2 labor intensive works activities are women. Social grant cash and in-kind distribution under Component 3 (Social Grants for Women and the Most Vulnerable in Rural and Urban Areas) has been completed successfully in 625 rural communities and 84 urban project sites under the AF as of February 2025. 8,069 vulnerable households in rural areas having received food packages of improved quantity and quality than the PP; of which 58.2% are female-headed, 3,231 are households with persons with disabilities, and the remaining 139 households are headed by drug-addicted persons. In urban project sites, 4,308 beneficiary households have received social grants: 50% female-headed, 43.3% are households headed by persons with disabilities, and the remaining 6.5% have drug-addicted persons. Implementation of Component 4 (Strengthening Community Institutions for Inclusive Service Delivery especially for Women) under Parent CRLP is complete. Women’s well-being training sessions have been completed in 100% of the targeted rural and urban communities with 655,000 trainees. In rural areas of the project, 39% are women trainees, 61% male trainees. In urban areas, 26% women have been trained under Component 4 and 73% men. Under the AF, CRLP FPs have successfully mobilized an additional 2,685 CRGs, the successor informal community-based organization to the Community Development Councils, in rural and urban areas.
