KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions The Somalia Shock Responsive Safety Net for Human Capital Project (SNHCP) provides poor and vulnerable households with predictable nutrition-linked cash transfers to meet their immediate consumption gaps and protect against food insecurity and malnutrition risks. With a view toward longer-term development, it also supports efforts by the Federal Government of Somalia to strengthen institutional resilience and establish the basic delivery mechanisms of a national social safety net (Baxnaano) systems. The project supports the Government's national social protection platform - Baxnaano - which delivers predictable assistance and promotes the utilization of human development services. Progress on SNHCP is commendable: 200,000 beneficiaries were confirmed to have received their regular unconditional cash transfers until the completion of their cohort’s support period. Over 180,000 households under the vertical expansion and over 154,000 households under the horizontal expansion of the program successfully received emergency cash transfers. The project has supported a transition from UN-ledto direct government implementation, with most implementation functions transferred to newly established government systems. While some delays have been noted in launch of several interventions, the achievement of the transition is a major milestone for Somalia. 5.
