KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions Ditjen Dukcapil has demonstrated strong commitment and is showing encouraging progress toward achieving the Project Development Objective (PDO). The digital population identity (IKD) application has already reached over 14 million users. Notably, IKD has been successfully integrated with both the Wondr digital bank and the SatuSehat digital health platform, enabling remote onboarding. To date, 244,289 citizens have used IKD for remote identity verification, a key PDO indicator. Additionally, 1,476,799 citizens in 12 priority provinces have received a population identity number (NIK) for the first time—another significant milestone. While these achievements are promising, recent government-wide budget efficiency measures announced in February 2025 have resulted in a significant reduction in the Project’s 2025 budget—from IDR 1.46 trillion to 78 billion. Ditjen Dukcapil is working on acquiring additional budget to ensure critical activities can be implemented this year. Reduced budget may impact the pace of progress toward the PDO ahead of the Project’s scheduled closure in December 2027. In light of the revised budget, 2025 activities will prioritize foundational activities such as strengthening data infrastructure and biometric systems, continued development of the IKD application, deployment of mobile enrollment kits, and engagement of essential consultancy support. The World Bank remains fully engaged and is continuing to provide strong technical assistance to Ditjen Dukcapil and other stakeholders—supporting digital ID systems, broader digital public infrastructure (DPI), population and civil registration, and biometrics. 5.
