KEY ISSUES & STATUS Mar 31, 2025 Page 1 of 11 The World Bank Implementation Status & Results Report Chad Territorial Development and Resilience Project (P177163) 4.1 Implementation Status and Key Decisions This ISR reflects the findings of the implementation support mission conducted from 20-30 January, 2025. Component 1.1 (Quick win activities in the North) - 24 sub-projects have been identified across the towns of Amdjarass (4), Bahai, including the Oure Cassoni camp (5), Bardai (5), Fada (5) and Faya (5). In Faya, the mission noted encouraging progress, in particular with the start of works on extending a school and building an emergency ward at the hospital. It stressed the importance of speeding up these efforts. - 34 microprojects have been identified, 18 of which will be implemented by IOM and 16 by national non-governmental organizations (NGOs). - Capacity-building: The implementing partner is designing a technical and institutional capacity-building program for the local state administration, local authorities and provincial and local action committees. Component 1.1 (Rapid response plan in the East) - All investments sites have been identified and screened on the E&S side. The implementing partner has indicated that it has finalized a global procurement process for all of the project's investments, which should make it possible to launch all of the works in year 1 of contract implementation. The selection of the NGO responsible for implementing environment- related activities has also been finalized and it is expected to start its activities in March 2025. Component 1.2 (Long-term investments) - Prioritization for C1.2 structuring investments. It was agreed that the 1st cycle of investments would focus on the provincial capitals. The study to identify structuring investments should end its mission in April 2025. The mission emphasized the need to coordinate with line ministries and to take into account ongoing advances in decentralization. To speed up implementation and respond to urgent needs, the project will identify no-regret investments in capital cities in the East. Component 2 (Capacity-building) - The field visit to Faya and Goz Beïda confirmed the need to strengthen the role of governorates and municipalities as key development stakeholders in the provinces and towns. This observation confirms the project's vision of supporting local governance. The ongoing decentralisation reforms reinforce the relevance of this institutional support component. 5.
