PROJECT STATUS AND RATIONALE FOR RESTRUCTURING A. Project Status a. The project is set to conclude on March 31, 2025. b. The project spans the entire country and involves 47 implementing agencies. Both the national and state governments have been dedicated to establishing a comprehensive National Water Resources Information System to facilitate integrated river basin management. c. The project consists of four key components: A) Water Resources Monitoring System, B) Water Resources Information System, C) Water Resources Operations and Planning System, and D) Institutional Capacity Enhancement. d. The project has made significant strides, surpassing its core indicators, including the installation of real-time hydromet stations and the development of knowledge products that are playing a crucial role in flood and water resources management nationwide. e. The majority of Implementing Agencies (IAs) have made valuable contributions to the Project Development Objective (PDO). The final rating for the project development objective is "Highly Satisfactory," with the implementation progress rated as "Satisfactory." B. Rationale for Restructuring a) Following the project’s savings and exchange gains, a cancellation of US$ 15 million was implemented, effective July 15, 2021. Concurrently, a reallocation of funds occurred across various components of the project. The results framework was also updated to reflect the restructuring and streamline the reporting process. b) On March 27, 2025, the Government of India has submitted another request for the partial cancellation of US$ 15 million from the project savings and exchange gains accrued during the implementation phase (as per communications from the Ministry of Jal Shakti dated March 21, 2025, and from the Department of Economic Affairs on March 27, 2025). II. DESCRIPTION OF PROPOSED CHANGES A. Project Scope Cancellation The restructuring will entail a readjustment of the project funding to account for actual and anticipated savings due to exchange rate fluctuation. The overall amount of the IBRD loan will be reduced from US$ 160 million to US$ 145 million representing a cancellation of US$ 15 million as per the request of Government of India.
