KEY ISSUES & STATUS Mar 24, 2025 Page 1 of 8 The World Bank Implementation Status & Results Report Adaptive Safety Net (P176544) 4.1 Implementation Status and Key Decisions The project is making some progress towards achieving its development objective of strengthening Senegal’s social protection system. Project activities and cash transfer payments have however been delayed during the last six months due to insufficient budgetary allocations. The socio-economic data collection for the update and extension of the Registre National Unique (RNU) was completed in December 2024. Data was collected for 954,547 households, representing 93 percent of the pre-identified households. A mop-up data collection for the remaining 60,860 pre-identified households is planned. This will result in a fully updated social registry with one of the largest coverages in the region. While all other payments are delivered digitally, the Programme National de Bourses de Sécurité Familiale (PNBSF) payments are currently still paid in cash via the post offices. However, a pilot is foreseen to gradually move towards the digitalization of PNBSF payments, thereby strengthening the payment system. Due to recurring delays in payment of cash transfers, additional focus will be placed on ensuring that beneficiaries of cash transfers receive their payments according to schedule. 5.
