KEY ISSUES & STATUS Mar 12, 2025 Page 1 of 9 The World Bank Implementation Status & Results Report Asuncion Riverfront Urban Resilience Project (P175320) 4.1 Implementation Status and Key Decisions The project is progressing well. The Project Implementing Unit (PIU), established in July 2024, is now fully operational, having appointed all necessary staff with adequate technical capacity, and has requested the first disbursement of funds. Component 1: Distrito Eco Inclusivo The project has awarded the first contract for the undergrounding of the high- voltage line to the TOCSA-Tecnoedil consortium for a total amount of Gs 67,091,070,071. Additionally, the PIU is advancing with the preparation of technical and procurement documents for the construction of infrastructure, and in- situ resettlement socialhousing, for up to 750 families, and the safe elevation of flood-prone land in two phases. Component 2 - Parque Caballero Subproject. The PIU will launch by March a design and construction tender for Phase I, which will focus on improving existing infrastructure, equipment, and services. For phase II another tender will be launched and will aim to connect visually, physically, and landscape-wise with the Bay of Asunción, including the preliminary project and design of Phase II, and the execution of works related to Phase I. Component 2 - Centro Historico de Asuncion Subproject The PIU also presented a two-phase strategy for the implementation of this subcompoment. Phase I will revitalize Plaza Uruguaya, Mexico Street, and Paraguayo Independiente Street. Phase II will nclude the revitalization of four additional plazas, the Plaza de Armas complex, and Palma Street and its cross streets. The PIU has started working on Terms of Reference (TOR) for phase I. Component 2 - Banco San Miguel Subproject The PIU will develop TOR for a comprehensive feasibility study that includes technical, environmental, social, economic, and legal viability, in line with the recently approved Reserve's Management Plan. Component 3: Training and Labor Activities Progress has been made in training and labor activities, including collaboration with the Servicio National de Promoción Profesional (SNPP) to develop training programs, participatory workshops to identify interests and guide the programmatic offer. In addition, the PIU is designing a public contest to reward community business, together with cultural, social and environmental development initiatives. This contest will serve as a pilot for the delivery of non-reimbursable credits to vulnerable beneficiaries with productive enterprises or social innovation initiatives. Component 3 - Center for Local Economic Development and Social Innovation (CEDELIS) The World Bank, using donation funds from the Korean Green Growth Trust Fund (KGGTF), is supporting the dialogue with the government to facilitate the design of the new building to advance the tenders for the construction of CEDELIS. Component 4: Chacarita Inundable The PIU prepared TOR for the feasibility study and preliminary design for the urban transformation of the Chacarita Inundable Neighborhood, which were reviewed by the World Bank team and were also consulted with the residents of the neighborhood. The call for proposals will soon be launched in a competitive and open consultancy tender. Supervision Missions A supervision mission was held in December 2024 with the technical, financial management, procurement, and social and environmental specialists of the Bank to discuss actions to strengthen the institutional capacity of the PIU, assess the progress of the project components, and review the procurement, financial management, and environmental and social aspects. The next Supervision Mission is scheduled for April 2025, and a technical mission with the social and environmental team will be held in February 2025. 5.
