KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions At mid-term review, the project has reached a total of 145,921 beneficiaries with support to address their food security and nutrition needs. Of these, 20,655 have been provided with input kits comprising of 16,713 tons of seed, 473,95 tons of fertilizers, and 28 tons of animal feed, capacity strengthening and small equipment for the production and processing of key staples for household consumption. About 25,410 vulnerable beneficiaries have received cash transfers to enable them access food through the market, while 14,555 moderately to severely malnourished infants and lactating mothers have received fortified nutritive food to prevent and/or treat malnutrition and trained to cook nutritive meals at community level. Concerning school feeding, 33,694 primary schools children in 81 schools have received hot meals at school. Also, 64,650 individuals benefitted from the income received against their involvement in the construction of more than 104 infrastructures designed to enhance community resilience to climate shocks. Additionally, over 1,200 government officials have seen their capacity strengthened in food security planning and monitoring and an online repository that will enable centralization and publication of food security data and updates is being set up. Already, a functional market price information call center is fully installed at the Ministry of Agriculture and Rural Development (MINADER). At outcome level, out of the three indicators related to the development objective, one—concerning the proportion of households with an acceptable food consumption score (FCS)—has registered progress as a results of combined efforts from various projects including PULCCA and food and nutrition supports provided to the country, standing at 54.8% according to the results of the Cadre Harmonise (CH). The Project will assess the FSC score of its direct beneficiaries on a quarterly basis in 2025. The indicator on the number of farmers benefiting from agricultural assets or services stands at 16%, while the indicator on improving resilience to climate shocks remains at 0%. The mid-term review confirmed the relevance of the Project. Despite the recorded progress, the mission identified several critical challenges that must be addressed to accelerate project implementation and improve outcomes for beneficiaries. These include: (i) Strengthening the monitoring and evaluation mechanism to ensure rapid and reliable feedback from the field, enabling it to serve as an effective decision-making tool; (ii) Enhancing the flexibility and adaptability of interventions to align more closely with beneficiary priorities, particularly in high-risk areas for food crises, while leveraging the strengths of successful partners; (iii) Ensuring a strong field presence of the implementation unit in all targeted regions to monitor daily activities, improve the accuracy of data reported by implementation partners, and enhance their capacity to identify and address issues earlier; and (iv) Adapting project approaches to current field realities, including challenges posed by flooding. To overcome these challenges with less than 12 months remaining before the project closes, there is a need to put a strong focus on enhancing Monitoring and Evaluation; increasing flexibility in interventions; deploying strong field teams to oversee daily activities, improve data accuracy, and address issues early, and adapting to ground realities by adjusting approaches to address challenges like flooding, leveraging existing contracts for swift action. Feb 13, 2025 Page 2 of 15 The World Bank Implementation Status & Results Report Emergency Project to Combat the Food Crisis in Cameroon (P177782) Immediate actions identified included: (i) the submission of a proposal to the World Bank for a restructuring of the project to document changes to funding allocations, cash transfer modalities, and adjusted project targets; (ii) accelerating implementation of key activities including cash transfers, school feeding programs, and distribution of agricultural inputs using simplified procedures and better coordination; (iii) improving Inter-agency Coordination by forming a working group to oversee progress, resolve bottlenecks, and align stakeholders weekly; (iv) strengthening monitoring and evaluation as well as grievance management by improving data quality, real-time reporting, and collaborative evaluation among partners; (v) strengthening operational capacity by deploying field focal points and ensure logistical support for effective operations; (vi) providing a rapid response to flood by adapting project activities to address flooding impacts, reallocating resources as needed for timely assistance. All these measures should be in place by end-march 2025 to maximise their impact on project performance. Based on the government restructuring request received on January 30,2025, the submission of the restructuring package is planned for 28 February 2025 the latest. These measures aim to achieve project objectives in its final year, with a focus on efficiency, adaptability, and enhanced collaboration. By implementing the mid-term review recommendations, the project is well-positioned to achieve its development objectives and deliver lasting benefits to the communities it serves. 5.
