KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions Overall implementation progress at MTR The project has been progressing well since the restructuring in 2022, with a change in Implementing Agency from the Ministry of Housing and Urban Development to the Road Development Authority. Currently, three contracts under Components 1 and 3 of the project are being implemented: (i) D&B contract of the construction of the KMTT terminal, (ii) supervision consultancy for civil works, and (iii) consultancy for transitional bus operation management. The overall progress of the three contracts is satisfactory. 1. Component 1: Development of Kandy Multimodal Transport Terminal, including civil works and supervision consultant contracts. The design is expected to be finalized in May 2025. In parallel, the diversion of the Meda Ala and piling works has been initiated. Piling is expected to be completed in July 2025. 2. Component 2: Urban Integration and Road Safety Improvements around KMTT. Given the substantial increase in the cost of the main contract beyond the original estimate, the activities under this component have not been implemented so far. 3. Component 3: Institutional Strengthening and Capacity Building 1. Transitional bus operations during construction of the KMTT. The steering committee and the project staff for this consultancy has been set up and completed. The Central Province Transport Services Authority (CPPTSA) with the support of the consultant team has carried out a number of activities under this: (i) trainings on Bus Management System (BMS) being operated at the Bogambara Transitional Bus Operations Centre to CPPTSA staff and Sri Lanka Transport Board, training for time keepers, ArcGIS training for CPPTSA staff, and other data analytics training, and (ii) deploying the Time Keeper app in all transitional terminals in Kandy and Passenger app in all local routes serving Kandy to support real-time bus operation monitoring, and (iii) consultations with private operators, National transport Commission, SLTB and community on various aspects of bus operations including combined time tables, electronic ticketing, and bus service issues. The development of demand-based timetables is to be initiated once electronic ticketing machines are fully deployed on all buses. 2. Gender activities. The PMU, with support from the Bank team, carried out a perception survey of female commuters in Kandy city (sample of 200 female commuters) in order to understand the specific commuter needs of women. The survey provided recommendations such as appropriate security, lighting, waiting areas, washrooms with child-keeping facilities, and baggage counters for washrooms to improve female commuter experience as well as their safety. These recommendations are being considered in the final design of the KMTT terminal. 5.
