KEY ISSUES & STATUS 3.1 Implementation Status and Key Decisions This is the first ISR for the LEARN Program which was approved on August 27, 2024 and was signed on September 11, 2024 during a formal launch event held in Kyiv. The program became effective on September 30, 2024. Progress has been made on key activities including: the establishment of a program steering committee, hiring of independent verification agency (IVA); development, finalization and approval of the program operations manual (disbursement condition); developing a project implementation plan, and setting up the NUS Implementing Office (NIO), among others. Under the program, disbursement has been made for achievement and progress on several disbursement-linked results including, among others: the development and approval of a teacher training plan for grades 7, 8 and 9, the provision of textbooks to 380,291 grade 7 students, the training of almost 21,000 teachers and providing access of 12,254 additional students to free transportation.
