KEY ISSUES & STATUS Jan 28, 2025 Page 1 of 9 The World Bank Implementation Status & Results Report Angola COVID-19 Strategic Preparedness And Response Project (P176630) 4.1 Implementation Status and Key Decisions The Angola COVID-19 Response and Emergency Preparedness Project was approved on July 29, 2021. Since becoming effective, the project’s implementation pace has been satisfactory, yielding strong results on the ground. The project has successfully supported the Government of Angola in responding to the COVID-19 pandemic, particularly in vaccine deployment. Notably, with the support of the World Bank, Angola has deployed over 26 million COVID-19 vaccines, achieving 87% coverage for the first dose and 51% for the full regimen among the eligible population aged 12 and above. The project has met 13 out of 15 indicators and is on track to achieve its Project Development Objective. The Ministry of Finance has submitted a formal request, dated April 29, 2024, to extend the project closing date to December 31, 2025. This extension would allow for the strengthening of the routine immunization program and related activities. 4.2 MPA Program Development Objective Original MPA Program Development Objective (Approved as part of (Seq. ) package on ) Current MPA Program Development Objective (Approved as part of (Seq. ) package on ) 4.3 Multiphase Programmatic Approach (MPA) Status (Public Disclosure) Considerable progress continues to be made under the SPRP Program, including under the MPA. Disbursements have been affected by: (i) the processing of refunds to project accounts, which in the past months have increased at this late stage of project implementation, and (ii) fluctuations between the SDRs and Euros against the US dollar for operations denominated in SDRs and Euros. In addition, disbursements had been affected by the pausing of disbursements in Afghanistan and Myanmar. While the parent project in Afghanistan ($100.4) million will close on June 30, 2025 (as of mid-December only $77.66 million has been disbursed). In terms of Myanmar, which closed in August 2023, there was an undisbursed balance of over $42 million, which was finally canceled in late November. Delay in the cancellation had been a result of an exchange rate loss issue which was resolved. Only Bangladesh has low disbursements - 61 percent of commitments. The credit is closing on December 31, 2024, and the Bank is expecting a request from the Government to cancel undisbursed funds before the closing date. As of December 16, 2024, 88 MPA-projects were approved with a total commitment of US$4.11 billion (the overall commitment has been reduced from $4.25 to $4.11 in the past months due to partial cancellations processed). One operation (Guatemala) was cancelled in mid-September 2021. Overall disbursements under the MPA are $4,038 million or 98% of commitments. This amount does not include disbursements under MPA-V operations which are reported together with AF-V operations or disbursements under PEF grants as commitments do not include PEF Grants. Disbursements in mid-November 2024 were $4,020 million. Fifty-eight operations closed by June 30, 2024. Ten operations are scheduled to close by the end of CY24. There are now 29 operations with closing dates -- March-December 2025. In the past couple of weeks, extensions were processed for two operations that were scheduled to close on December 31, 2024 -- Ghana and Uganda.
