KEY ISSUES & STATUS Jan 24, 2025 Page 1 of 10 The World Bank Implementation Status & Results Report CAR-Electricity Sector Strengthening and Access Project (P176683) 4.1 Implementation Status and Key Decisions Progress on the different components: Component 1: Solar Generation and T&D upgrades for VRE integration and increased access (US$67 million equivalent of which IDA US$12 million equivalent, US$30 million from GCF through the SRMI Facility, and private sector mobilized for US$25 million). Sub-Component 1.1. Supply and installation of five mini grids totaling 10 MW in selected provincial cities (US$15 million equivalent of which IDA US$5 million equivalent and US$10 million from GCF): Mini grids (Bouar and Bangassou): Eight (08) bids received on 06/18/2024 are being evaluated. Mini grids (Nola, Bossembele and Birao): Deadline for submission of bids has been extended from 06/28/2024 to 07/26/2024 to grant reasonable request from some prospective bidders. Procurement is expected to be concluded and contract effective before end of CY24. The 3 years O&M contract for Danzi is financed under this component and contract has been effective since of December. Sub-Component 1.2. Solar generation, transmission and distribution reinforcement and extension (US$52 million of which IDA US$7 million equivalent, US$20 million from GCF, and private sector investment for US$25 million): A contractor has been identified for the construction of the new 110 KV transmission lines to connect Danzi and Sakai substations. A justification has been submitted by the PIU and is currently being reviewed by the Bank. The transmission and distribution level grid upgrades include (i) construction of the new 110 KV transmission lines to connect Danzi substation (under the ongoing World Bank financed PURACEL project) and C-C2 sub-stations in Sakai, (ii) upgrading of some primary sub-stations and (iii) reinforcement of key distribution networks to facilitate the connection of new households in and around Bangui and through the installation of new household connections in Bangui. The generation component under this sub-component covers a planned 15MW expansion of the 25MW Danzi PV solar with battery (under the ongoing World Bank financed PURACEL project). This 15MW expansion expected to be realized through private capitalization of a total amount of US$25 million). Technical studies on the proposed 15MW have been completed and associated bidding documents prepared and submitted to the World Bank for review. Government has accepted to develop the expansion project with SCATEC Release solution which is backed by the IFC. Discussions between SCATEC and GoCAR is ongoing, and it is expected that a Letter of Intention will be signed before mid July between the two parties. Component 2: Off-grid solar systems for households and productive uses (US$50 million equivalent, 100 percent financed by IDA). This component comprises of installation and supply of solar solutions for households and productive uses and public facilities. Sub-Component 2.1: Off-grid stand-alone solar systems for households and productive uses (US$20 million equivalent from IDA): This subcomponent will target close 60,000 households and 500 off-grid solutions for productive uses. Evaluation of proposals for Fund Manager is being finalized. Procurement for Independent Verification Agency and firm to provide TA to ACER are ongoing. It is estimated that selection processes will be finalized and contracts effective before December 2024. Technical studies to confirm needed characteristics and specifications of solar equipment/systems for productive uses are being finalized. Sub-Component 2.2: Installation of solar systems for public facilities (US$30 million equivalent from IDA): Elementary and secondary education facilities, vocational technical centers, teacher training centers, health centers/posts, clinics, Jan 24, 2025 Page 2 of 10 The World Bank Implementation Status & Results Report CAR-Electricity Sector Strengthening and Access Project (P176683) hospitals and other public buildings such as city halls located in the target localities will be the beneficiaries. Given the Bank’s directive to use rated criteria for all works bids, the finalized bidding documents had to be revised accordingly. Component 3: Institutional strengthening, capacity building and implementation support (US$21 million equivalent, 100 percent financed by IDA). This component will provide support to improve the operational performance and strengthen institutional capacity of ENERCA, capacity building for key stakeholders, and project. Contract for supply of prepaid meters is in place and effective. Bidding documents for management information systems, advanced metering infrastructure, incidence management systems, distribution are being finalized following analytical studies.
