OBJECTIVE 1.1 Development Objective Original Development Objective (Approved as part of Approval package on 25-Mar-2022) The project development objectives (PDO) are to: (i) enhance the governance of water in agriculture ; (ii) improve quality of Irrigation services; (iii) increase access to advisory services and to modern on-farm irrigation technologies in the Project Areas. Has the Development Objective been changed since Board Approval of the Project Objective? No 2. KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions The status of the project implementation as of December 2024 is the following: Hydro-climatic conditions. The Project is being implemented in climatic conditions still marked by drought and rationing of the irrigation service in the Large-Scale Irrigation (LSI) schemes with a supply of agricultural water aimed essentially at safeguarding the perennial crops (fruit trees) and maintaining strategic crops (beet and cereal seeds). This situation facilitates the implementation of works that require the interruption of the water service such as the rehabilitation of the SP1 intake works of the dam dominating the perimeter of Massa. However, it delays the implementation of certain innovations such as, for example, the proposed pilot on transferability of quotas and generates a need to readjust agricultural advice to prioritize areas with agricultural activity. Progress on implementation. Component 1 is delayed but the procurement process for the selection of the private partner for the management of the Chtouka aquifer is expected to start in early CY 2025 with prequalification. Most of the works included in Component 2 have been procured and are under implementation except the rehabilitation of the Zidania Canal for Tadla or the modernization of pressurized system in Massa, both works are to be procured in CY 2025. Component 3 is also delayed but the technical assistance to the farmers of the Gharb scheme was signed recently and the bidding process for Tadla is to be concluded end of December 2024. 5. Tadla is considered in place. ORMVA of Doukkala is the other scheme targeted, considered that it is in a situation of water scarcity and inter-annual variability, as well as the area of Chtouka (using groundwater). Efforts will be made to expand this system also in Haouz and Souss- Number of irrigation areas Massa but the existence of traditional water rights is an additional difficulty for this new with quota system in place system. (Number) Status as of Dec. 13, 2024: the prolonged shutdown of irrigation services in the area does not allow to record any progress for this indicator. Still the area of Tadla is considered to use the quota system as the low water allocation is allocated in priority for modernized areas and for some priority crops (sugar, cereal seeds and fruit trees).
