KEY ISSUES & STATUS 4.1 Implementation Status and Key Decisions Overall Progress and Implementation Status In a letter dated May 5, 2024, the Government of Iraq requested the World Bank to repurpose the uncommitted resources under the Emergency Operation for Development (EODP) (PP and its AF) to support a subset of railway rehabilitation works envisaged under Phase 1, which are fully aligned with the existing project objectives and spatial footprint. Consequently, the project underwent a Level-2 Restructuring, reallocating approximately US$68 million of uncommitted loan proceeds (from the Parent Project and the Additional Financing) towards Component 3b, which already finances transport infrastructure works, including railway rehabilitation, in the Governorates of Salah Ad Din and Ninawa, where most of the Baghdad – Mosul railway line is situated. These interventions will also contribute to improving access to basic services and increasing short-term employment and livelihood opportunities in selected governorates, including both the Baghdad - Mosul and Baghdad - Um Qasr seaport sections. Additionally, the Government of Iraq requested an extension of the project closing date by eighteen months (from December 31, 2024, to June 30, 2026). Therefore, the project has been extended to enable the successful completion of project activities that have already been launched or are registered by the Ministry of Planning to be implemented in all components, ensuring quality implementation and proper handover of the infrastructure for post-project management. The implementation of the EODP is progressing well. As of November 30, 2024, US$610 million (81 percent) of the total US$750 million loan has been disbursed. With the closing date extended to June 30, 2026, some subcomponents are nearing completion, while others are experiencing implementation delays. Progress towards the achievement of the PDO and implementation progress are rated "Moderately Satisfactory". The FM and Safeguards ratings remain "Moderately Satisfactory", while the Procurement and M&E ratings remain "Moderately Unsatisfactory". The overall risk rating continues to be High. The project's performance on all PDO outcome indicators, including intermediate outcome indicators, is satisfactory. The project will continue to achieve its development objectives, and it is expected to exceed some key outcome/results targets. 5.
