The Ministry of Education (MED) has made efforts to implement the first expansion phase of the scholarship’s program, which includes 374 schools across 8 provinces and aims to benefit 172,510 students, with 128,314 already registered. However, the payments scheduled for the 2023/2024 academic year did not occur due to challenges in hiring payment providers The rehabilitation of 7 schools in Luanda province has progressed significantly. However, the procurement processes for the construction of 56 new schools have been delayed, particularly due to the large amount of processes. The project ratings for PDO and IP remain Moderately Satisfactory (MS). During the latest mission in November 2024, the MED and World Bank teams agreed to enhance the pace of implementation. Priority actions include: (i) Scholarships: Finalize the contracts with 3 payment providers for the first phase of the program; (ii) School construction: Conclude rehabilitation works of 7 schools in Luanda, award construction contracts for the 56 new schools, and conclude the hiring of oversight firms for the new construction works; (iii) Structured materials: finalize revision and validation of three sets of structured materials. Weekly in-person meetings between the technical teams from MED, including the PIU, and the extended World Bank team continue taking place to provide hands-on support and mitigate risks to ensure implementation continues apace. The project is expected to continue to progress towards achieving its development objective, however, it will be necessary to conduct the project restructuring to make agreed adjustments to the results framework and change the strategic approach to the school infrastructure component over the next semester. 5.
