KEY ISSUES & STATUS 3.1 Implementation Status and Key Decisions Overall Progress. The project's PDO is to strengthen institutional capacity within the Ministry of National Education (MEN) in order to improve sector performance. The project includes three indicators linked to the PDO: (i) clear institutional arrangements and approved staffing and capacity building plans; (ii) staff obtaining certificates from capacity building activities supported by the project; and (iii) mapping of the current education system completed and education statistics—including information on gender and inclusive education—available. The first two PDO indicators have not yet been achieved while the last one has been achieved in full. The pace of project implementation has continued to accelerate. Approximately 34% of the project’s total available resources have been successfully disbursed. The activities under Components 2 and 3 are all on track to be completed in full. The government intends to reduce the scope of these and include support for a regional learning assessment (PASEC) as part of the restructuring. • Component 1: Strengthening Institutional Capacity. This component includes the following activities: (i) development of operational manuals and capacity building plans for key departments within the Ministry of Education; (ii) capacity building activities; and (iii) recruitment of technical support to be based full-time at the Directorate of Human Resources (DGRH), the Institute for National Education Development (INDE), and Directorate of Planning and Evaluation of the Education System (DGEPASE). For the later, the project has had in place consultants at both DGRH and GEPASE since 2022. The activities to develop the operational manuals and capacity building plans are delayed and need to be clarified due to other donor support in this area. • Component 2 - Improving planning and management of the education system. This component includes the following activities: (i) a detailed school mapping and development of an operational plan for universal primary education; (ii) purchase of storage materials and training on management of learning materials; and (iii) a regional learning assessment - PASEC (forthcoming as part of the restructuring). UNICEF was hired to help implement the school mapping exercise. This was completed on October 31, 2024 and the datasets are now available for analysis. Shelves to properly store materials at the schools were purchased and a training was conducted for all school directors on the new textbook policy and management of learning materials. PASEC is underway and expected to be implemented at-scale among a nationally representative sample of schools in May 2025. • Component 3 - Strengthening Citizen Engagement and Gender Norms. This component includes the following activities: (i) recruitment of a Social Development Specialist to help establish the Grievance Redress Mechanism (GRM) and other actions related to the Environmental and Social Framework (ESF) tools; (ii) development of a teacher code of conduct; (iii) development of modules and implementation of training on how to prevent School- Based Gender Based Violence (SBGBV) in the schools. All of these activities have been implemented in full. 4.
