The project is focused on improving the delivery of select services that promote early childhood development in under-served areas of Senegal. The official project launch was held on February 4, 2020, and a mid-term review was held on May 17-26, 2021. Though the COVID-19 pandemic slowed implementation down during 2020-2021, notably activities at the community level and/or involving large meetings, the project was able to move forward with key activities. Important progress has been made on the priority actions identified in the last ISR, including : i) Launching construction of the 14 preschools Daaras; ii) finalizing preparation and launch plans for the national ECD study ; iii) rolling out the parental education program through the various community platforms. Going forward, the focus will be on: i) delivering books and parenting activities through the Read@Home program in early 2023; ii) conducting the ECD study and analyzing and disseminating results; iii) continuing to make progress on the construction of the various early learning modalities; and, iv) scaling up parenting activities through the mother leader approach of the Senegal Social Safety Nets Project. The most recent mission concluded the project is 6/21/2022 Page 1 of 8 The World Bank Implementation Status & Results Report Senegal Investing in the Early Years for Human Development (P161332) performing satisfactorily, with one of four PDO indicators (Indicator #4 - Birth registration) already achieved with imminent progress expected on indicators Nos.1 and 3 as well as substantial progress on intermediate indicators. Progress by Component. Component 1: Child nutrition and early stimulation in the first 1,000 days. This component seeks to improve child nutrition and early stimulation, especially in the first 1,000 days. The component finances the scaling up of child growth monitoring and promotion, community management of acute malnutrition, the integrated community management of childhood illnesses, community dialogue, targeted safety net provision to enhance food and nutrition security of vulnerable households, and women’s empowerment activities. Though integration of early stimulation has been delayed due to delays in finalizing the national parenting program and accompanying tools, all necessary tools are now available and CNDN has launched the training of 8,000 community volunteers and the delivery of the parenting program has started in the areas where the training is completed. The selection of eight research projects, in February 2021, relating to studies on anemia, aligning with the objectives of the Multisectoral Strategic Nutrition Plan in the Senegalese context, will fill the knowledge gaps on food and nutritional deficiencies for better prevention and fight against anemia. Component 2: Quality early learning. This component seeks to expand access to quality early learning services. The component has made good progress across several key activities. The revised curriculum has been piloted and validated and the official validation and launch will be completed by end of June 2022. The next step will be the training of all the preschool teachers in the 7 project regions by September 2022. On the teacher training reform, consultations have been done with key actors, such as the Training Department (DFC), Curriculum and Planning Department (DPRE), and the Agence Nationale de la Petite Enfance et de la Case des Tout-Petits (ANPECTP) to agree on the approach to this work that will include the development of training modules, a new design of the pre-primary teacher training system and an implementation plan for the training of all teachers. On parent engagement, the school management committee (CGE: comité de Gestion de l’école) activity guide has been disseminated with the ANPECTP network. Through the Inspection d’académie (IA)/Inspection de l’éducation et de la formation (IEF) action plans, 500 new community teachers have been recruited and trained to roll out community-based preschool classes. A total of 398 existing community teachers have benefited from refreshing training. For the launch of the Read@Home initiative, the procurement for book printing is progressing well and the evaluation of the bid will take place in June 2022. The book distribution and the parent engagement activities are expected to start in January 2023. The project team has worked closely with the national statistics agency (ANSD) to have the national ECD survey launched by October 2022 (this was slightly delayed due to institutional change at the ANSD level that affected the recruitment of enumerators and other decision-making). The data collection tools have been translated into local languages and all the training materials are ready. The enumerator training is scheduled for August and September, with data collection at the beginning of the new school year (October 2022). On the Daara preschool program, the PIU is currently processing the renewal of the performance-based contracts with the 76 Daara and the funds will be mobilized by the close of June 2022. The construction of the first 33 cases des tout-petits (CTP), 90 preschool classes attached to primary school (CPE: classes préscolaire à l’élémentaire) and the 14 koranic preschools has started. The procurement package for the second wave of construction of 60 CPE has been submitted to the Ministry of Finance for approval. And for the remaining 33 CTPs, the PIU and counterparts are finalizing the screening of the selected sites, with the procurement package to be submitted to the Ministry of Finance by the end of June 2022. Component 3: Child protection and system strengthening. This component seeks to improve coverage of services to protect children and build system capacity to coordinate and promote child development. The PIU is working with the Directorate in charge of birth registration (DEC: Direction de l’état civil) to roll out activities. 272 birth registration centers in the project regions have already been provided with a register. In addition, 10,000 registers and 410,000 printed birth certificates are being procured and will be distributed. The Departmental Committee for Child Protection (CDPE) has conducted key activities including community dialog, home visiting, and decentralization of the child protection direction (DPDPE). The component pursues the work as part of the agreements between the project, the DPDPE, and community radio to produce and broadcast programs on child rights. The project supported the CDPE in the training of 30 child protection actors. The CDPE has sensitized 539 religious leaders on child protection including birth registration. For the communication of behavior change, the parenting program is developed and validated as well as the content and communication materials. The distribution of the materials is planned for June 2022. The project has signed an agreement with the Délégation Générale à la Protection Sociale et à la Solidarité Nationale (DGPSN) for the use of the mother leaders’ approach of the Cash transfer program to roll out parenting program activities. The materials are being edited in the format of the mother leader program to facilitate the use. Component 4. Project Management and Technical Assistance. This component seeks to strengthen the management capacity of the implementation agency, the Ministry of Women, Family, Gender and Child Protection (MFFGPE), ensure smooth project implementation and ensure evaluation and adaptive learning across the project activities. The PIU is making real progress in communication. The various strategies, plan, audiovisual medium, and communication activities that are being implemented within the framework of the Read@Home initiative, and the support of the implementing partners, has enabled better visibility of the project's activities and has greatly contributed to generating support, commitment, and ownership of the project by grassroots partners. In addition, as part of improving the quality of early learning and strengthening social mobilization and communication for behavior change, the PIU worked diligently during 2021 to strengthen synergy with the closed Senegal Quality and Equity of Basic Education Project (PAQEEB) and the Senegal Safety Nets Project. The collaboration between the PIU and the PMO (Project Implementing Partners) is going well despite the challenges related to the G50 protocol, which include the lack of commitment or sometimes refusal of some actors on the ground to take part to project activities due to the low rate applied following the G50 protocol. The PIU has stressed the importance of supporting the validation of the study on the implementation of the G50. The PIU has highlighted the need to support some PMOs to ensure effective and efficient project implementation and adjustment of work plans accordingly. Staff turnover is still impacting the PIU team (most recently, the accounting officer has resigned due to a better offer received elsewhere, and the recruitment of a new accountant was just completed).
