Available data on key outcome indicators are showing that the Project is on track to meet its development objective: out of the five indicators, three have been met, and two are on track to be met by the end of the year. In addition, out of the thirteen intermediate indicators eight were already met; one partially met; one is on track; and two not met. In particular, progress is noted in (i) Page 1 of 8 The World Bank Report No: ISR7578 completion of the Education Management and Information System (EMIS) software, as well as in the data collection using the software by schools and municipalities for the first time; (ii) scaling up of the school financial autonomy to a national level and gradual increase of school control over their resources; (iii) implementation of the 1st and 2nd rounds of School Development Grants (SDGs), as well as rolling out the 3rd round of SDGs; and (iv) completion of the teacher performance assessment pilot phase and the reports on teacher professional development. With the successful award of the civil works contract in June 2012, the Project is well positioned to be completed successfully.
