Mamaia, a resort of national interest, is the central product of the Constanța-Mamaia tourist destination and the spearhead of Romanian summer tourism. All this has turned Constanța into Romania’s second largest tourist market, with over EUR 188 million in revenues and with the highest profitability rate in the entire country – 17.2%, as the second largest employer in the tourism sector (about 7000 employees in the HORECA fields). The main challenge in order to capitalize on these competitive advantages and on its current status in a context of dynamic tourism competition between the cities and destinations in the region, with a view to sustainable development, is the need to reduce seasonality. Constanța remains the tourist destination most affected by seasonality, concentrating 89% of the tourist arrivals during the summer months, with overtourism occurrences at the peak of the season. In this context and in order to ensure a sustainable economic growth by diversifying its offer, in 2017 the Constanța Municipality decided to develop a Tourism Development and Promotion Strategy for Constanța City. Its purpose was to outline a coherent vision that would bring together the expectations of the stakeholders involved, in this case the business environment, the local community and the tourists visiting Constanța-Mamaia year after year, in order to extend the visitation period and the tourist volume, as well as enhance the quality of its services and its international profile. 6 EQUIPMENT AND DEVELOPMENT GUIDE ON THE TOURISM INFRASTRUCTURE IN MAMAIA RESORT 7 FOREWORD The first development stage included a multidisciplinary review of all the elements In order to materialize this vision of a competitive tourist destination, with influencing the tourist development, including the tourism infrastructure and an extended season and with high-quality public and private services, one of the urban planning analysis (analysis of the built environment), in order to the objectives set up by the strategy, suggestively titled “Equipment”, aims highlight the equipment needs. This Guide has turned the diagnostic and thematic recommendations described in the Tourism Development and Promotion Strategy into a series of suggestions for intervention that respond to the need of landscape-related, urban and public furnishings. By listing the necessary types of interventions, the Guide amounts to an X-ray screening of the areas where interventions are required and possible, also laying down intervention systems with a specific geographic location. It comprises 4 levels of analysis, namely: promenade a) Mobility, pedestrian accessibility and perception of the public area; b) Functional zoning; sidewalk<2m sidewalk<2m c) Main attractors in Mamaia resort; isolated area physical barrier active area - touristic d) Density of constructions in Mamaia, image of the built environment. 10 EQUIPMENT AND DEVELOPMENT GUIDE ON THE TOURISM INFRASTRUCTURE IN MAMAIA RESORT 11 URBAN DIAGNOSTIC SUMMARY - CASE STUDY REGARDING THE TOURIST DESTINATION OF MAMAIA - THE TOURISM DEVELOPMENT AND PROMOTION STRATEGY FOR CONSTANȚA CITY • The public area, with the exception of the pedestrian promenade, is used mostly for parking lots, which visually and functionally invade the resort, affecting its image and attractiveness and still failing to satisfy the growing demand for parking spaces; • The area of interest of the resort is concentrated around the pedestrian promenade and the beaches in the eastern area, while the remaining space is dedicated to transit traffic and car parkings (unattractive to pedestrians). The western area of the resort is physically and functionally isolated from the eastern side due to the width of Mamaia Boulevard and to the car traffic; • The image of the resort lacks unity or chromatic harmony: uninspired uses of colors on the facades, careless, unaesthetic and non-uniform treatment of the facades or temporary pavilions placed in the public area. Here are some of the weaknesses that call for solutions, as highlighted by the SWOT analysis of the strategy: • Lack of urban signage (including in international languages, where appropriate) in areas of tourist interest; • Insufficiently developed system of green spaces, leisure and promenade areas needing investment in rehabilitation - not necessarily functional rehabilitation, but for the purpose of upgrading and enhancing their attractiveness (creation of attractor areas, landscaping rearrangements, replacement of urban furniture); 12 EQUIPMENT AND DEVELOPMENT GUIDE ON THE TOURISM INFRASTRUCTURE IN MAMAIA RESORT 13 URBAN DIAGNOSTIC SUMMARY - CASE STUDY REGARDING THE TOURIST DESTINATION OF MAMAIA - THE TOURISM DEVELOPMENT AND PROMOTION STRATEGY FOR CONSTANȚA CITY • Landscaping with species that do not provide color or green volume for several months a year affects the tourist attractiveness and has a negative impact on the season extension initiatives; • Public squares do not qualify for attracting tourists to authentic urban experiences (precarious urban image, lack of food courts); • The public areas likely to work as tourist attractors are not set up as such (they are parasitized by cars; leisure walking is not prioritized; they are not rehabilitated, etc.); • The public area around Mamaia Boulevard is unattractive, dominated by intense traffic; its image is dominated by parking lots and tall thin vegetation that does not provide any shade; • The disorderly general image (careless juxtaposition of materials, textures, volumes, etc.) mentioned by tourists as the first problem to be solved (see the sociological survey); • Lack of a (unitary) destination brand book. The diagnostic described in the strategy is that “Both at the level of Mamaia resort and at the city level, the general aspect is not in line with the specific standards of an urban tourist destination, due to a disorderly image both at the level of architecture (finishes, colors, textures, volumes) and of the public space perception. As quality-related feedback, tourists stated that the most serious problems to be solved by the resort were not the low quality of services or the high and unjustified costs, but rather the unpleasant urban image, along with the excessive crowding and traffic (50% and 40% of the votes, respectively).
