PDO Indicator 3: was achieved, as Federal and provincial authorities of the Federal System of Protected Areas (SIFAP) have adopted a “Common Action Plan 2020-2022”, which has been formally submitted to the Federal Council for the Environment (COFEMA). PDO Indicator 4: was achieved, as 10,680,244 tons of forest Carbon have been protected as a result of the Project (102.7% of the final Project goal); 6,187,956 tons through the creation and management improvement of the El Impenetrable National Park (PNEI), and 4,492,288 tons through the commissioning of some Subprojects of Sustainable Use and Demonstrations. The progress in the project components can be summarized as follows: Component 1. Core Protected Areas. The indicators of areas incorporated into an improved regime for the protection of biodiversity, both in forest and marine environments, remained unchanged from the previous mission (Indicator 1.1: 311,258 hectares and Indicator 1.2: 247,566 hectares). The objective of preparing management plans for protected areas has not shown progress since the previous mission. The contracts for the development of the 5 pending management plans (Parque Provincial (PP) Copo, PP Talking Parrot, PP Fuerte Esperanza, PP Pampa del Indio and the Inter-jurisdictional Marine Park (PIM) Makenke) have been awarded, and are already underway. The works under construction in the Patagonia Coastal Marine Interjurisdictional Park Austral (PIMCPA) (Chubut Province) keep a 90% physical progress since December 2019. The works for the PIM Makenke (Santa Cruz Province) are progressing faster than planned, and present a physical progress of 90.56%. The works for the construction of the operational centers of the PP Loro Hablador (Chaco) and Copo (Santiago del Estero) have been interrupted and resumed repeatedly due to restrictions to mobility and gathering associated to the COVID-19 pandemic. Their physical progress is still very limited (6.8%), corresponding to soils conditioning. Finally, the PIU reported that the contract for the construction of a Warehouse in the El Impenetrable National Park (PNEI) (Chaco), has been awarded. Component 2. Conservation Corridors in the Gran Chaco and the Patagonian Steppe. The Strategic Plans for the Humid and Dry Chaco were prepared and presented to the Provinces from Chaco and Santiago del Estero. However, their formal adoption or institutionalization is pending. The consulting contract for the Design of a Territorial Conservation Strategy for arid Patagonia is under execution. The Sustainable Use Subprojects (SUS or DAS) and Demonstration Subprojects (SD) under development currently cover a total area of 122,817 hectares (54.25% of the final goal of 226,376 ha). SUS PPI-05-18 "Walking towards a sustainable ranching of the Corridor"; and the SUS PPI-06-18 "Algarrobal honey" have already been completed. Additionally, 13 SUS are under implementation; and 32 more have been approved and about to start their implementation. SD PPI-07-18 "Boost to meliponiculture" has been completed; PNEI 15-19 "Demonstrative Tourism Subproject" and PNCH 18-19 "Livestock with natural pasture" are in progress and PPI 25-20 "Demonstration of management schemes in small producers of the Sustainable Livestock Program " is waiting for approval. Component 3. Collaboration for the Conservation of Corridors. The common Action Plan for the Protected Areas Federal System (IFAP) is still pending formal approval by COFEMA. The consultancy for the analysis of financial mechanisms for protected areas has been awarded and its outputs are planned to be delivered by November 2020. A contract has also been awarded for a consultancy on the identification of ecoregional conservation gaps. To date, the Project has trained 167 protected areas managers and more trainings are planned using virtual platforms available. Component 4. Project Management, Monitoring and Evaluation. The PIU reported an increase in the number of direct beneficiaries of the project (1,650, of which 34% are women) also exceeding the final goal. A Deputy Project Coordinator, a Procurement Specialist, two field extensionists and an M&E Specialist have been hired to strengthen the PIU and speed-up Project implementation. mpaTable Multiphase Programmatic Approach (MPA) Status mpaTableBody Risks Systematic Operations Risk-rating Tool Risk Category Rating at Approval Previous Rating Current Rating Political and Governance Moderate Moderate Moderate Macroeconomic Moderate High High Sector Strategies and Policies Moderate Moderate Moderate Technical Design of Project or Program Moderate Moderate Moderate Institutional Capacity for Implementation and Substantial Substantial Substantial Sustainability Fiduciary Moderate Moderate Moderate 10/30/2020 Page 2 of 9 Public Disclosure Copy The World Bank Implementation Status & Results Report Rural Corridors and Biodiversity (P114294) Environment and Social Substantial Moderate Moderate Stakeholders Substantial Substantial Substantial Other -- High High Overall Substantial Substantial Substantial Results PDO Indicators by Objectives / Outcomes To increase the protection of vulnerable natural areas and conserve biological diversity within the IN00894010 ►Areas brought under enhanced biodiversity protection (ha) (Hectare(Ha), Custom) Baseline Actual (Previous) Actual (Current) End Target Value 0.00 648,286.00 681,641.00 882,000.00 Date 15-Sep-2015 11-May-2020 25-Aug-2020 30-Nov-2020 The value reported for this indicator has not been updated, as the methodology to measure it is under revision.
