                                          4th Amendment to the Original Financing Agreement (IDA Credit No.
                                          5253-TG) and 1st Amendment to the Additional Financing Agreement
                                          (IDA Credit No. 6878-TG)
    Excellency:

           We refer to: (a) the Original Financing Agreement (“Original Financing Agreement”) for the
    above-referenced Project, between the Republic of Togo (“Recipient”) and the International Development
    Association (“Association”), dated November 12, 2013, as amended on November 10, 2017, April 1,
    2020, and October 30, 2020; and (b) the Additional Financing Agreement (“Additional Financing
    Agreement”) dated May 28, 2021, between the same parties; jointly referred to as the “Agreements.”

            We also refer to your letter No. 2649/MEF/SG/DGTCP/DDPF/DPF dated October 21, 2021,
    requesting an extension of the Closing Date for the above-referenced Agreements.

            We are pleased to inform you that the Association accedes to your request and proposes to amend
    the Agreements as follows:

              1. The Closing Date referred to in Section IV.B.2 of Schedule 2 to the Original Financing
              Agreement is established as the date: January 31, 2022.

              2. The Closing Date referred to in Section III.B.2 of Schedule 2 to the Additional Financing
              Agreement is established as the same date: January 31, 2022.

              All other provisions of the Agreements, except as herein amended, shall remain in full force and
    effect.
