2. Prequalification

Prequalification if any shall be carried out in accordance with the 
provisions of paragraphs 2.9 and 2.10 of the Guidelines.

Domestic Preference
.
Under International Competitive Bidding, the provisions of 
paragraphs 2.55 and 2.56 of the Procurement Guidelines, providing for domestic preference

in the evaluation of bids, shall apply to goods manufactured in Uganda and works to be 
carried out by eligible domestic Contractors. 
 
4.         Use of National System. 
All contracts following National Competitive Bidding and other 
lower Procurement Procedures will follow the National Public Procurement Law (PPDA Act, 
and procedures- Ref www.ppda.go.ug) 
 
Under the Project, Procurement under ICB and Selection of consultants using QCBS shall 
also (in addition to World Bank Guidelines) comply with the National Systems except where 
the two conflict, in which case the World Bank Guidelines shall take precedence. 
 
5. 
Proposed Procedures for CDD Components (as per paragraph. 3.17 of the Guidelines: 
Community Procurement is currently and shall be carried out by communities in accordance 
with the approved Community Procurement Manual. The community procurement 
arrangements shall be in line with
 World Bank’s Guidelines
.
