The selection process for the TSC has now been taken over/continued by the Procurement Service of the Department of Budget and Management (PS-DBM). PS-DBM and DOTr/PIU have provided the Bank with the timeline of activities for selection process of the TSC. The procurement of the TSC is nearing completion with DOTr’s bids and awards committee (BAC) to recommend the award of the contract by end-December 2017. The TSC is expected to provide guidance and inputs to finalize the design of the BRT System. The delay in mobilization of the TSC has already impacted the progress of the project with the planned date of operations to be revisited once the TSC is mobilized. The possibility of reconfiguring the civil works packages to reduce the number of procurement packages was also discussed in the context of operating the BRT by sections e.g. partially operating from SRP to Osmena Blvd. But this will need to be based on more detailed assessment of the technical and financial viability of partial BRT operation on these sections, as well as the implication on the selection of the bus operators. Other important ongoing project activities are the revision of DED, preparatory activities leading to land and ROW acquisition, and procurement of consulting services.
