The February 2010 terrorist attack targeting Indians had led the Indian contractors to recall the major part of the work force causing further delays in execution of some contracts. The team will monitor progress of works during the current working season and assess the requirement for an extension during the proposed January 2011 mission. However, the project closing date, that was extended by 21 months once in December 2009, may need further extension beyond September 2011( the present closing date) due to these delays. Security situation in Kabul specially the attack targeting Indians had also caused delays as some of the contractors that have Indians nationals in the key positions had left the country for security. Some of them have returned to their job in Kabul. Public Disclosure Copy Despite all these challenging situation, the project has already seen some benefits. While the Kabul works are going a bit slow, the progress at Mazar is satisfactory. The implementation works for one Feeder at Mazar were completed and energized on 20th June, 2010. Approximately 3,000 consumers were connected to this new line, and now receive 24 hour electricity supply from Mazar substation.The voltage level has increased from the previous 58-176 Volts to an average 230Volts. Digital meters have already started to reach Kabul in batches and all of them will be at site by December 2010. Customer Care Center will also be ready by the same time.
