In particular the execution of the activities of the first three components has advanced in the last months of 2014, as partly shown by the values of the partial intermediate results indicators. However, adverse circumstances such as the Gaza war have affected the results reached by some of the project’s activities. In addition, the implementation of component 4 (M&E) is proceeding more slowly due to the lengthy process necessary to recruit the firm in charge of most of the M&E activities and of the development of most of action research papers. However, a draft of the first research paper has already been delivered to the Bank and it is currently under Bank’s review, while the draft of two other research papers should be finalized by the end of December. The Project Implementation Unit (PIU), primarily composed by API and MIAK, has also been able to almost finalize its institutional structure and to build its team in the second half of 2014. Currently, almost all the vacancies for the required positions have been filled out, and only few vacancies are still open. These vacancies should be filled out in the first months of 2015. Furthermore, as part of its process of institutional organization and strengthening, MIAK has completed the preparation of the administrative and financial manuals of the project, which contain necessary and relevant information for the proper organization of the project’s implementation. Finally, a World Bank mission visited West Bank and Gaza during the period of December 1st to December 4th, 2014 to supervise the implementation of the project. The mission was quite satisfied with the results and the pace of implementation found so far. On the procurement implementation the mission could verify a clear improvement and good progress. The total value of project commitments amounts to US$ 1,382,830 representing 65% of total project commitments. The mission also discussed a required update of the Procurement Plan. On the Financial Management (FM) the mission concluded that proper FM arrangements are in place to monitor the project’s activities. As next steps the mission and the PIU agreed that in the coming months the PIU will: (i) focus more on the M&E component; (ii)collaborate with the Bank’s team to launch the surveys necessary for the production of the PDO indicators; and (iii) update the Procurement Plan and submit it to the Bank for its clearance.
