Notwithstanding this progress, some other activities are facing some delays based on the Project Implementation Plan (PIP) prepared more than one year ago Page 1 of 6 The World Bank Report No: ISR13775 including: the building of 500 classrooms and rehabilitation of 150 schools (Sub-component 2.1.); (ii) the deployment of the Education Management Information System (EMIS) developed under the Basic Education Development Project (BEDP I) to the pilot governorates and districts; and (iii) the development of a baseline test for "Grade 3 reading skills". The World Bank mission which visited Sana'a from February 1 to 6, 2014 made recommendations to address these delays which were agreed to by the Ministry of Education (MOE), including: (i) improving collaboration between the MOE and Public Works Project (PWP) to accelerate the implementation of civil works; (ii) the MOE will issue a ministerial decree to Public Disclosure Copy clarify the responsibilities of the relevant units in the MOE and to deploy the EMIS to the pilot governments and districts; and (iii) the MOE will assign a responsible entity to develop the assessment tool before May 2014 and implement the baseline test for "Grade 3 reading skills" before September 2014. Some of the delays are due to the overambitious design of the PIP. Given that the PIP was developed more than a year ago (during project preparation) - and since the project was expected to be launched in early 2013, the mission and MOE agreed on the need to revise the PIP in order to adjust the implementation schedule and take into account the fact that the project was only launched in June 2013. It was also agreed to revise some project activities in the PIP in order to move towards a more efficient and effective implementation of the project. It is expected that the MOE will form a small task force to review the PIP and send a revised version by early March 2014.
