Under component 1 (Institutional Reform and Organizational Change), a new National Statistical Development Strategy (NSDSII – 2017-2021) was developed with wide consultation with stakeholders (over 16 ministries, departments and agencies). The document was approved by the GSS Board of Governors. NSDSII has already been disseminated and is publicly available through GSS website. In addition, efforts are being made to mobilize resources to ensure implementation of GSDPII from January 2017. Also significant progress on the Statistical Bill - demonstrating improved capacity on the part of the GSS and demonstrated political interest by government to provide stronger legal framework and improve institutional capacity for statistical services. Furthermore, 22 staff members were sponsored in 2016 to pursue various courses leading to the award of a post-graduate degree (Masters Level Degree). Most of the courses being pursued are economics, statistics/mathematics, demography, geography, GIS, information technology/computer science. This would bring the total number of staff benefiting from this special sponsorship package to 51 since project inception. Finally under component 1 the buyout program was concluded and for 54 staff were separated from the GSS. For component 2a, staff of GSS and participating MDAs were trained including training in Project Management for GSS Directors and MDA Coordinators; training in data analysis and report writing for selected GSS staff and staff of RSIM units of implementing MDAs. In addition, a Sensitization workshop in Tamale for stakeholders on the use of Ghana Open Data Initiative as a tool for research and the use of the Community Information Centres (CICs) by the Ministry of Communication was conducted as well as a training in data management and economic analysis for 14 staff of Ministry of Trade. Other support provided include training in Human Resource Management including Balanced Score Card for six staff from the Human Resource Directorate of GSS at GIMPA aimed at building their capacity to manage the human resource functions more effectively; Training in Management Information Systems (MIS) to strengthen the Research, Statistics and Management Information Directorate and Units of the Ministry of Lands and Natural Resources (MLNR); and a training in capacity building in Statistical Methods to strengthen the RSIM Directorate/Units of the MLNR. Furthermore, three GSS staff participated in Survey Methodology & Sampling Design and Advanced Data Analysis courses organized by the University of Michigan Summer School to enhance their capacity in the performance of their duties especially in the area of sampling for surveys conducted by GSS. These officers and those trained in the past did all the sampling work for the Ghana Living Standards Survey Round Seven (GLSS 7), and the User Satisfaction Survey (USS). In addition, GSS has expanded the effort to support MDAs and other stakeholders in the country. For example, to equip them to effectively execute their daily work, GSS organized relevant trainings such as training in Microsoft Excel for six staff for each participating MDA and for GSS regional staff. For Sub-component 2b (Improving the statistical framework): the Geographic Information System (GIS) Unit of GSS continued to work on the district boundaries reconciliation exercise to review the boundaries of all the 216 districts. In addition to this, the Unit is continuing with digitization of all district maps and enumeration area maps. Already a post-census cartographic mapping was carried out with the objective of updating all the enumeration area (EA) maps and size established during the 2010 Population and Housing Census (PHC). A business register has been produced. Economic data was collected on 31,000 establishments during the phase 2 of IBES. Data collection for the Labor Force Survey (LFS) was successfully completed but the release of the LFS report has taken long and is still pending. For component 3 (Data Production and Dissemination); the Ministry of Education has undertaken the 2015/2016 Annual Schools Census in all schools at the pre-tertiary levels using well-structured set of questionnaires for the different educational levels. A report was prepared and disseminated. In addition, the Births and Deaths Registry (BDR) is currently scaling up the Community Population Register Programme (CPRP). Listing has been done in 30 communities and data collection on the population is ongoing after which the data would be entered into each Community Population Register to maintain a database of demographic information of all community residents. Such information will be updated periodically with the occurrence of any vital event such as a birth, death, marriage, or migration. Also the Seventh Round of the Ghana Standard Living Survey (GLSS7), is in the field and is being administered using the Computer Assisted Personal Interview (CAPI) method in the data collection. The second cycle is to be completed at the end of January 2017 whilst the entire field work is planned to be completed by October 18, 2017.
