Already studies have been carried out in over 33 rural communities to assess the needs of communities in terms of potential alternative income streams in both on-farm and off-farm sectors. Also, the project will support minor social amenities such as rehabilitation of schools, health facilities (health posts/clinics), portable water systems, rural roads, etc. In spite of the COVID-19 spread, prevention and mitigation measures that have placed certain restrictions on movement of people, including project staff, FDA staff, consultants and technical service providers, the project has demonstrated a number of achievements. These include: submission of 4/24/2021 Page 1 of 10 The World Bank Implementation Status & Results Report Liberia Forest Sector Project (P154114) first report of the Feedback and Grievance Redress Mechanism (FGRM); roll out of the Safeguards Information System (SIS) for Liberia REDD+; the Measurement, Reporting and Verification (MRV) System is functional and has been used for annual monitoring of forest in early 2020 in Sinoe County; installation of the National Forest Monitoring System completed and functional to be used to conduct an annual 10% of forest assessment and monitoring of national forest inventory (NFI) permanent plots up to 2030; completion of a forest reference emission level (FREL/FRL) that has been judged to be transparent, complete an in overall accordance with the guidelines contained in the Annex to Decision 12/CP.17 (Liberia FREL has been published by the UNFCCC Secretariat on its website); study for ecotourism potential has been developed and presented to a broad range of stakeholders; pre-gazettement studies for Krahn-Bassa and Foya PPA have been completed; eleven cooperatives bringing artisanal miners into cooperatives have been established; civil works for regional HQ buildings in Tubmanburg, Buchanan and in Gola (Gola Forest National Park) completed; comments from diverse stakeholders on the forest concessions review report shared with the consulting firm; etc. The following are recommended for quick action by the PIU and FDA: (i) that an experienced M&E expert is hired for the PIU; (ii) the forest concession review should be brought to a logical conclusion and the review outcomes submitted to the Presidential Concessions Review Committee; (iii) accelerate the gazettement of the proposed PPAs; (iv) expedite recruitment and mobilization of the technical service providers to the 2 selected forest landscapes.
