The Government of Madagascar (the Recipient) will implement the Integrated Growth Poles and Corridors 3 Project called PIC3 (the Project) with the participation of ministries/agencies/units including among others (non-exhaustive list): Ministry of Industry, Ministry of Trade and Crafts (MICA), Ministry of Agriculture, Livestock and Fisheries (MAEP), Ministry of Tourism, Transport and Meteorology (MTTM), Ministry of Water, Sanitation and Hygiene (MEAH), Ministry of Spatial Planning and Public Works (MATP), Ministry of Economy and Finance (MEF),the National Steering Committee (COPIL) including the Presidency and the concerned Ministries, and with the collaboration of the Ministry in charge of Internal Affairs and Decentralization. The International Development Association (hereinafter the Association) has agreed to fund the project. 2. The Government of Madagascar shall implement the necessary and concrete measures and actions to ensure that the Project is carried out in accordance with current national legal and regulatory provisions on environmental management and social risks and in compliance with Environmental and Social Standards (ESS). This Environmental and Social Commitment Plan (ESCP) sets out the physical measures and actions, the specific documents or plans, and the timetable for each of them. 3. The Beneficiary will also comply with the provisions of all other environmental and social documents required under the ESC and mentioned in this ESCP, such as the Environmental and Social Management Framework (ESMF), the Resettlement Framework (RF), the Stakeholder Engagement Plan (SEP), the Labor Management Procedure (LMP), the Integrated Pest and Pesticide Management Plan (IPPMP), and the GBV Action Plan and the timelines indicated in these E&S documents. 4. The Recipient is responsible for compliance with all requirements of the ESCP, even when the implementation of specific measures and actions is carried out by the Department, agency or unit referred to in paragraph 1 above. 5. The implementation of the measures and concrete actions defined in this ESCP shall be the subject of ongoing monitoring of implementation by the Government of Madagascar and of periodic reports that will be communicated to the Association in accordance with the provisions of the ESCP and the terms of the legal financing agreement for the ICP 3 Project. The Association will monitor and evaluate the progress and implementation of these concrete measures and actions throughout the implementation of the Project. 6. As agreed between the Association and the Recipient through the National Steering Committee, this ESCP may be revised from time to time during the implementation of the Project, in a manner that reflects the adaptive management of changes or unforeseen situations that may arise under the Project, or in response to an assessment of the Project’s performance under the ESCP itself. In such situations, the Beneficiary will agree to these changes with the Association and revise the ESCP accordingly. Agreement on amendments to the ESCP shall be evidenced by the exchange of letters signed between the Association and the Recipient (The Government of Madagascar). The Beneficiary shall promptly publish the updated ESCP. 7. Where the performance of the Project itself or unforeseen situations or changes in the framework of the Project result in changes in risks and effects during the implementation of the Project, the Government of Madagascar shall make available additional funds, where appropriate, for the implementation of actions and measures to address those risks and effects, which may include loss of activities due to traffic restriction or access to land and loss of land as a result of land acquisition for infrastructure construction/rehabilitation. 8. The table below presents the important measures and actions required, the responsibilities of the actors involved in the project and the deadlines for implementing the selected measures and actions.
