Dear Honorable Minister:
Nigeria: Second HIV/AIDS Program Development Project (Cr. 4596-NG)
Amendment to the Financing Agreement
We refer to the Financing Agreement dated November 25, 2010 (the "Agreement")
for the above-referenced Project, between the Federal Republic of Nigeria (the
"Recipient") and the International Development Association (the "Association"). We also
refer to the letters from your Ministry, dated February 23, 2015 and October 3, 2015,
respectively, requesting the Association for modification of the Project performance
indicators and an extension of Closing Date of the Project.
We are pleased to inform you that the Association accedes to your request, and
hereby proposes to amend the Agreement as follows:
I.    Section II.A.2 of Schedule 2 to the Financing Agreement is amended to read as
follows:
The performance indicators referred to in paragraph I above consist of the
following:
(a)  Young women and men aged 15-24 reporting the use of a condom during the
last sexual intercourse with a non-regular partner
(b) Percentage of Female Sex Workers (FSW) (Brothel-Based and Non-Brothel-
Based) reporting consistent condom use with casual partner in the last 12
months
(c)  Percentage of FSW who were tested for HIV in the last year
(d) Number of women and men aged 15-49 who received an HIV test in the last
12 months and who know their test results
(e)  Pregnant Women living with HIV who receive a complete course of
antiretroviral prophylaxis to reduce the risk of mother to child transmission

2.    The Closing Date specified in Section IV.B.2 of Schedule 2 to the Agreement is
extended to February 28, 2017.
All other provisions of the Financing Agreement, as amended herein, shall remain
in full force and effect.
Please indicate your agreement with the foregoing amendments to the Agreements
on behalf of the Borrower by countersigning and dating the two original copies of this letter
and returning one countersigned original to us. The amendments to the Agreement shall
become effective as of the date of countersignature of this letter.
