cities and rural villages, small towns refer to the populated communities of a certain scale and mainly focus on the non-agricultural production activities. They are the political, economic and cultural centre of a certain region, form a regional core with land, labor force, technologies, capitals and other factors being gathered in the town area and have a radiant effect on the socioeconomic development of the region. Hunan Integrated Economic Development Demonstration Town Project (hereinafter called “the Project�) is a project determined by Hunan Province for accelerating the construction of the integrated economic development demonstration towns and step by step promoting the healthy and sustainable development of the county towns by utilizing WB loans based on the purpose of “utilizing WB loans to improve environment and promote sustainable development�, and field survey of the provincial, municipal and county reform and development commissions, and relevant experts. This report is the Environmental Codes of Practice for the small-scale civil works, which are respectively located at Dingzi Town of Wangcheng District, Yueshan Town of Xiangxiang City and Zhentou Town of Liuyang City. The construction content includes: the agricultural product trading center, business establishment service center, scientific research & training center and e-commerce center for flowers and nursery stocks, all of which are newly built. Based on the requirements on environment screening and classification specified by WB’s Safeguard Policies on Environmental Assessment (OP4.01), this project is a Category B project through the environmental screening on project type, locations, sensitivity and scale and the characteristics and extent of the potential environmental impact. An Environmental Codes of Practice (ECOP) is required to be formulated on Changsha Environmental Protection Vocational College 1 Hunan ECOP for Small-scale Civil Works the basis of the requirements of WB on environmental assessment. Being the ECOP for the small-scale civil works, this report is applicable to the newly-built projects of the small-scale civil works. Purposes for Compiling ECOP For the potential inevitable adverse effects in the small-scale civil works, the purposes of formulating the ECOP are: to establish a set of detailed environmental countermeasures which are technically feasible and financially sustainable and workable, to define measures and arrangements to be taken by project management department, project owner, construction unit, supervision party and environmental management department in project tendering, design and construction periods for environmental management and organization construction and to eliminate as much as possible or make up for the adverse effects caused by the project construction on environment and society to reduce the effects to an acceptable level. The detailed objectives are as follows: (1) Defining the environmental management obligations for relevant project departments Project management departments, project owner, design institute and environmental assessment unit will carry out detailed on-site inspection and verification to the environmental protection objectives to verify the reasonability of locations and to raise effective environmental mitigation measures. In project tendering stage, the requirements in ECOP should be clearly defined as the obligations of the bid winner and be included in the practical activities in the engineering design and project construction. (2) As the operation guidelines for environmental management ECOP defines the Environmental Management System (EMS) for the small- scale civil works and responsibilities and functions of all units in project EMS and puts forward the procedures and ways for communications among Changsha Environmental Protection Vocational College 2 Hunan ECOP for Small-scale Civil Works different departments. This report will be submitted to the engineering design unit who wins the bid as the key basis for engineering design, and to the engineering construction unit as a behavior guideline for the environmental management during the construction period, thus ensuring his environmental mitigation measures are implemented smoothly. Changsha Environmental Protection Vocational College 4 Hunan ECOP for Small-scale Civil Works ECOP Management System Setup of the ECOP Management System According to the relevant regulations and the practical project requirements, special environmental management institutions should be set up for the small- scale civil works related to Hunan Integrated Economic Development Demonstration Town Project Utilizing WB Loans (hereinafter referred to “the project�) to take charge of environmental management and supervision of the project. A set of EMS including the supervision institution, implementation institution and consultation service institution has been established under the Project Management Office of Hunan Provincial Development and Reform Commission for Hunan Integrated Economic Development Demonstration Town Project Utilizing WB Loans, as illustrated in Table 2-1 and Figure 2-1. This project is deployed under the organization of the WB Loan Project Management Office of Hunan Provincial Development and Reform Commission (hereinafter refereed to WB PMO of Development and Reform Commission). Institutions of township government project, consultation units Changsha Environmental Protection Vocational College 7 Hunan ECOP for Small-scale Civil Works for design and environmental assessment accept the commission of WB PMO of Development and Reform Commission to provide consultation service, the environmental supervision unit accepts the commission of the institutions of township government project to carry out routine inspection to the implementation of environmental protection measures of Contractor of the civil works during construction period and WB environmental expert group, administrative environmental protection departments of all levels and environmental monitoring institution will monitor the management institution and implementation institution of the project according to the law and ensure the implementation of working procedures and pollution prevention measures of the project and other aspects meet the requirements of relevant regulations of China and WB. Management Institution (1) WB Loan Project Management Office of Hunan Provincial Development and Reform Commission The WB Loan Project Management Office of Hunan Provincial Development and Reform Commission is the project coordinating body, who is responsible for the environmental protection in project planning, design and implementation stages, verifies that the working procedures meet the requirements of China and WB on environmental assessment and management and defines the requirements of environmental protection measures. WB PMO of Development and Reform Commission appoints special management personnel (composed of environmental protection experts led and recruited by the sub-PMO) whose main duties are as follows: To inspect and coordinate with the work of environmental management heads of all towns; To be responsible to arrange investigations for WB experts, report to WB and put into practice the WB environmental management requirements and suggestions; Changsha Environmental Protection Vocational College 8 Hunan ECOP for Small-scale Civil Works To summarize the environmental management stage, prepare a special report, submit it to WB for review and coordinate with other relevant departments to solve major environmental issues. (2) Institutions of township government project The project organization institutions of township government of all levels are the core institutions for engineering environmental management with the main duties to ensure the ECOP are implemented effectively during the project implementation and operation periods to reduce the adverse effects caused on environment by the project to a minimum or an acceptable level and to give full play the environmental benefits of the project. The institutions of township government project appoint special management personnel (composed of environmental protection experts led and recruited by the sub-PMO) whose main duties are as follows: To prepare and supervise the implementation of relevant environmental management rules and regulations; To ensure various funds required for environmental protection of the project; To supervise and ensure the environmental protection design measures required by ECOP are put into practice and the engineering design meet the requirements of ECOP; To supervise and ensure the environmental protection measures in ECOP are included in the project construction contract; To employ, supervise and coordinate with the environmental supervisor; To organize and implement environmental management training plan; To employ, organize, arrange and coordinate with environmental expert group and other consultations; To be responsible for special environmental work (treatment of borrow areas and borrow pit, etc.) To be responsible for record and collection of the complaints during the project construction and the operation periods, report to the PMO, explain the treatment results to the public and solve their complained problems; Changsha Environmental Protection Vocational College 9 Hunan ECOP for Small-scale Civil Works To review the environmental supervision and consultation reports; To fine the construction unit in case of any improper measures; To prepare the environmental management stage summary or special report; To receive and accept the environmental inspection (including the WB project inspection); And others (document management, department coordination, publicity, report, etc.) Supervision Institution (1) WB environmental inspection mission According to the requirements of Chinese government and WB loan agreement, WB sends out inspection mission to conduct special investigation annually to the project implementation and to investigate the implementation of the loan agreement and the environmental management plan. The detailed work will be undertaken by the environmental technicians of the inspection mission. (2) Administrative environmental protection departments of all levels Administrative environmental protection departments of all levels carry out whole-process environmental supervision and management according to the law, including: the review and approval of environmental impact assessment report and environmental protection supervision and management in various stages such as construction period, commissioning period and operation period. Meantime, administrative environmental protection departments of all levels and the environmental monitoring institutions carry out random investigations to the environmental protection measures taken by the construction unit, inspect the on-site environmental supervision report and propose rectification measures in case of any construction activity that damages the environment and violates the environmental protection measures raised according to the requirements of environmental assessment, review and approval. Changsha Environmental Protection Vocational College 10 Hunan ECOP for Small-scale Civil Works (3) Environmental monitoring institution To implement the state and relevant local environmental protection laws, regulations, policies and rules; To carry out on-site supervision and investigation to the implementation of environmental protection laws and regulations in construction and operation periods according to the law and the commission of principal environmental protection departments and deal with according to the provisions; To be responsible for the imposition of extra-standard discharge fees for sewage water, exhaust gas, solid waste, noise, radioactive substances and charges for discharging waste water; To participate in the investigation and treatment of environmental pollution incidents and disputes. Implementation Institution The Contractor of the civil works is the implementation institution of the works and the environmental protection measures during the construction period. During the whole process of civil construction, the construction unit should carry out various established environmental protection measures for all construction periods and receive the supervision and inspection of the project management institution, supervision institution on environmental protection. Consultation Service Institution (1) Consultation unit for environmental assessment Accept the commission to prepare such environmental assessment documents as ECOP based on the practical project situation. (2) Consultation unit for design Accept the commission to prepare the feasibility study report and construction design scheme and ensure the measures and scheme in ECOP are carried out in the preparation achievements. (3) Environmental supervision institution Commissioned by institutions of township government project, the environmental supervision institution carries out on-site supervision and Changsha Environmental Protection Vocational College 11 Hunan ECOP for Small-scale Civil Works management to the construction unit in the construction area and living camp to ensure the construction unit abides by the requirements of relevant Chinese environmental protection laws and regulations during construction and puts into effect various environmental protection measures stipulated in ECOP. Main duties of the environmental supervision institution are as follows: To prepare a technical proposal for project environmental supervision based on the requirements of consultation unit and administrative environmental protection departments after commissioned and submit the names of environmental supervision members, technical proposal and entrusted agreement to the administrative environmental protection departments for reference; To check whether the environmental protection design scheme of the construction project meets the requirements and relevant technical specifications of the consultation unit, the environmental protection administrative department and its own consultation unit and propose written suggestions for the construction unit and design institute; To review and approve the environmental site management plan of the Contractor; To supervise and inspect measures for: domestic and industrial sewage water treatment, soil erosion prevention, exhaust gas, dust and noise control, production and domestic waste treatment, sanitary prevention, etc; To fill in various inspection lists regularly in the Appendixes of this ECOP; To put forward rectification scheme to solve the relevant environmental protection issues of the construction unit during construction and follow up the implementation; To prevent the Contractor from any activity or behavior in violation of environmental protection; To conduct corresponding investigations in case that the construction of the Contractor of the civil works does not meet the environmental protection requirements and adverse effects on environment are caused or complaints Changsha Environmental Protection Vocational College 12 Hunan ECOP for Small-scale Civil Works concerning the environmental protection are received from the project area, report to the town project institutions and seek for solutions, meantime, to give a rectification notice for environmental protection (see Appendix 3) and supervise the rectification measures taken by the Contractor; To ensure the construction unit prepares and submits the monthly environmental report during construction period; To inspect the monthly environmental report, propose suggestions for various issues arisen in the work, report the monthly environmental report directly to all town project institutions for reference in case of the conformity of environmental protection measures during construction with the ECOP requirements and issue rectification suggestions for the construction unit in case of any inconformity; pass the inspection of the month in case of the rectifications meeting the ECOP requirements, prepare the monthly environmental report and submit it to all town project institutions for reference; and report to all town project institutions to coordinate with rectification measures in case of a no pass of the rectifications; To observe the influences of the construction activities on the population neighboring the construction area and to determine whether the construction unit needs to take additional protective measures; Advise all town project institutions to fine the construction unit in case of any improper measures. 2.3 Arrangement of the Environmental Management Personnel In order to better perform environmental management duties, it is suggested that all management institutions are allocated with the personnel based on the requirements in Table 2-2. In order to put the ECOP into practice, the content listed in this chapter is applicable to the general requirements of all main institutions during construction. Enforce the construction unit to implement all ECOP environmental measures under the coordination and supervision of all management institutions. Implementation of the Environmental Protection Measures in the Process of Construction Drawing Design and Bidding Document Compilation Corresponding procurements will be executed according to the WB procurement guidelines after the project enters the implementation stage. Under the coordination, instruction and supervision of WB Loan Project Management Office of Hunan Provincial Development and Reform Commission, all township government institutions which participate in the project should require the bidding document preparation institution and construction design unit to write all the mitigation measures raised in ECOP for potential adverse impacts on environment into the technical specification and construction drawing design of the bidding document. In the tendering document, the tenderee is required to make the following environmental management promises in his bidding document and include them in the contract for the civil works. Require the Contractor of the civil works to allocate 1~2 site environmental engineers on each construction site to take charge of the implementation of the environmental protection measures during the whole construction period and to ensure that the project construction activities of the Contractor and the Sub-contractor (if any) meet various requirements of this ECOP and Changsha Environmental Protection Vocational College 15 Hunan ECOP for Small-scale Civil Works necessary environmental protection measures are taken during construction. During construction, the Contractor should communicate and negotiate with the people in the project area, hang a bulletin board at the entrance of each construction site to inform the public of the specific construction activities and time and provide contact names and telephones to make it convenient for the public to make complaints on the construction and offer suggestions. The Contractor should coordinate actively with the environmental supervision unit entrusted by the Owner to carry out various environmental supervisions. The Contractor should include in the construction plan the “environmental site management plan� after signing the contract and before the construction. The Contractor should abide by the local provisions on safe and civilized construction. Require the Contractor of the civil works and construction supervision unit to accept the relevant training on environmental protection and management before construction. The environmental supervisor or the Contractor of the civil works should take remedial measures in time and inform the corresponding institutions of township government project within 24 hours in case of any serious environmental influences due to the violation of the environmental protection measures in this ECOP. Institutions of township government project should monitor and assist the Contractor of the civil works in taking remedial measures. The Contractor should keep a record on the implementation of the measures and report to the construction supervision unit and institutions of township government project. The Contractor sets aside the deposit (which accounts for about 3% of the budge funds) on the environmental management in the project contract funds based on the annual budget. Changsha Environmental Protection Vocational College 16 Hunan ECOP for Small-scale Civil Works Preparations prior to Project Commencement After the bid award of the civil works and before construction, institutions of township government project should provide the ECOP text to the Contractor of the civil works and establish the environmental supervision institution under the coordination, instruction and supervision of WB PMO of Development and Reform Commission. After the bidding is completed and the contract with the Contractor of the civil works is signed, the Contractor should survey the construction site before construction with the purpose to identify the limiting environmental factors of this project area. The construction site inspection list should be prepared and filled in before construction to inspect the sensitivity of various factors on the construction site and be as a crucial basis for the environmental protection of the civil works. Purposes of the construction site inspection list are to identify the relevant environmental safety issues, identify and select sensitive environmental issues required for special protection. Refer to Appendix 2 of this ECOP for the detailed content. According to the inspection of the construction site, the Contractor of the civil works should prepare the Site Environmental Management Plan which should put into effect the requirements of ECOP and be approved by environmental supervision institution. Environmental Management of the Construction Site During the construction of the civil works, the Contractor of the civil works construction should be supervised by the environmental supervision institution commissioned by corresponding institutions of township government. The Contractor of the civil works should put into practice various environmental protection measures according to the environmental management requirements in the contract and in contrast with the Site Environmental Management Plan permitted by environmental supervisor. Changsha Environmental Protection Vocational College 17 Hunan ECOP for Small-scale Civil Works The environmental supervision institution should carry out direct environmental whole-process supervision to the implementation of the environmental protection measures carried out by the Contractor. Meantime, external environmental management supervision should be performed by the administrative environmental protection department and its environmental monitoring institutions and relevant project public. The Contractor of the civil works should coordinate actively with the environmental supervision institution to perform the duties during the whole construction period. Refer to “2.2 Main Duties of all EMS Institutions� for duties of the environmental supervision institution. The construction unit should coordinate closely with the local government departments and other relevant departments to ensure the requirements of Chinese policies, laws and regulations are fully met and to provide sufficient information to the public in the affected area, especially to those neighboring people directly affected by the project. The detailed measures to be taken are as follows: To hang a bulletin board at the entrance of the construction site to inform the public of the project name, main construction content, construction time and contact names and information for complaints and suggestions; To handle relevant procedures and inform the neighboring residents of the starting and ending time of continuous construction and the nighttime construction permit issued by the environmental management department in case of continuous nighttime construction; To post announcements at least 5 days in advance at the project area, the affected households and enterprises to keep them informed and show them the starting and ending time in case of the interruption of municipal services (including water, electricity, telephone and bus routes) due to the project construction. To record and keep in the archives the comments and issues from the public, give timely answers and responses to them, record and keep in the archives Changsha Environmental Protection Vocational College 18 Hunan ECOP for Small-scale Civil Works the answers and responses and accept the inspection of supervision institution. Rectification Measures for the Violation of ECOP Requirements Contractor of the civil works and his Sub-contractor (if any) should abide by the requirements in the ECOP. In case of environmental pollution due to the violation of the requirements: Contractor of the civil works should take measures immediately to eliminate the pollution source and control the environmental pollution. Contractor of the civil works should inform the environmental supervision institution and the project management institution within 24 hours. The environmental supervision institution and the town project institution should coordinate with and instruct the construction unit to take remedial measures to eliminate environmental influences. Contractor of the civil works should record the implementation of the pollution control measures, put forward the rectification measures and submit them to the environmental supervision institution and the town project institution that will keep in the archives and put on records. The town project institution will report the implementation of the rectification measures to PMO of Hunan Provincial Development and Reform Commission. Contractor of the civil works should carry out a thorough analysis on the causes of environmental pollution, formulate preventive measures and perfect the construction design scheme to eliminate the same accidents. The preventive measures will be approved, archived and recorded by the environmental supervision institution and the town project institution. The town project institution should fine the Contractor of the civil works according to the property, affected range and extent of the pollution accidents based on the provisions of the contract. Management of the Environmental Management Documents Effective management for the environment management documents is Changsha Environmental Protection Vocational College 19 Hunan ECOP for Small-scale Civil Works significant for the implementation of ECOP. This chapter describes the environmental protection measures that should be taken by the Contractor of the small-scale civil works during construction, including management of the environment of the construction site and control of particle pollution, harmful gas emission, water pollution, noise pollution, construction solid waste, soil erosion, etc. The general requirements of ECOP are as follows: (1) Effective measures for the prevention of gas/water/noise/solid waste pollution and soil erosion and for the perfection of environmental sanitation should be contained in the construction organization design of the works. (2) Environmental protection measures in the construction organization design should be implemented during construction for the protection of air, surface water and the quality of sound/ecological environment in the project area to meet the demands of the functional area. The environmental supervision/management institutions should supervise its implementation. (3) The systems for the environmental protection and the environmental sanitation management and inspection should be established on the construction site and the inspection record should be made. (4) The construction enterprise should take effective measures for the prevention of occupational diseases by providing the operators with necessary protective equipment and carrying out regular physical examination Changsha Environmental Protection Vocational College 21 Hunan ECOP for Small-scale Civil Works and training for the personnel engaged in the work subject to the risk of occupational diseases. (5) The construction enterprise should implement preventive measures for food hygiene, sunstroke, cold, gas poisoning, plague, etc. for the work personnel according to seasonal characteristics. (6) The educational training and examination for the work personnel on the construction site should include the laws and regulations on environmental protection and sanitation. (7) The construction enterprise should make the response plan for the public hygiene emergency on the construction site. ECOP for the Construction Site Site Layout and Construction of Temporary Facilities The constructions site covers the construction area, the office area and the living area. (1) The construction area on the site should be clearly separated from the office and living areas by taking necessary isolation measures so as to keep it tidy and orderly. (2) The construction area and the living area should be equipped with relevant environmental protection facilities or be provided with the mitigation measures for environmental impacts, e.g. the wastewater sedimentation basin should be built and the dust prevention and noise reduction measures should be taken in the construction area; the treatment equipment of domestic sewage, canteen wastewater and domestic waste should be installed in the living and office areas. For specific implementation requirements, please refer to the Pollution Control ECOP in section 4.3. (3) The enterprise name or logo should be marked at the entrances and exits of the construction site. The general situation board of the works should be provided in a visible position at the main entrances and exits. (5) The construction site should be provided with such temporary facilities as office, dormitory, canteen, toilet, bathroom, boiler room, meeting room, closed- type garage station (or container) and washing facilities. Priority should be given to the use of existing houses and infrastructures. If new temporary houses have to be built on the construction site, the land use should be optimized to minimize land occupation. Clay bricks should not be used for the construction of temporary facilities which should meet the safety and fire protection requirements and relevant national rules. (6) For the storage of oils, chemical solvents and other materials, special storehouses should be built with warning signs affixed, anti-leakage treatment of the floor completed and emergency treatment materials such as absorption bag/sand/sawdust prepared. (7) The staff should not be housed in the buildings that haven’t been completed. (8) It is suggested that all temporary facilities should be disassembled within one month after the completion of the works. Operating Conditions and Environmental Safety (1) The enclosed hard fences with a height more than 1.8 m should be adopted on the construction site. (2) The construction site should have bulletin boards to publicize the general layout of the site, the systems of safe production, fire protection and safety guard, environmental protection and civilized construction and the flow chart of emergency treatment. (3) The construction unit should take protective measures to ensure the safety Changsha Environmental Protection Vocational College 23 Hunan ECOP for Small-scale Civil Works of buildings, structures, underground pipelines adjacent to the construction works. (4) A certain distance should be kept between the heavy mechanical equipment (such as large scaffold, tower crane, etc.) and the overhead transmission line and the high-voltage line should be insulated for safety protection. (5) Hard safety protective facilities should be provided for the pavement and the vehicle exit and entrance around the construction works and indicating lamps should be used at night during construction. (6) Clear warning signs should be affixed at dangerous sites such as the exit/entrance of the construction site, the passage of lifting equipment/temporary electrical device/scaffold, the stairs, the elevator and the storage area of harmful dangerous gas/fluid. They should meet the national standard. (7) Corresponding safety technical measures should be taken on the construction site to meet the condition of civilized and safe construction at different construction stages and in case of the change of the seasons, the climate or the surrounding environment. (8) The fire extinguisher should be maintained properly and the evacuation passage should be free from obstructions. Environmental Codes of Practice for Pollution Control Dust Pollution Control The construction fugitive dust is mainly caused by the traveling of vehicles on the construction site road, the piling of building materials and earthwork, the transportation of earthwork, muck and construction waste, the house demolition and the agitation of concrete and mortar. For the fugitive dust pollution sources mentioned above, this ECOP proposes the following control measures: (1) The existing roads or those to be constructed on the construction site or in its neighboring area should be firstly used as the main passages on the Changsha Environmental Protection Vocational College 24 Hunan ECOP for Small-scale Civil Works construction site. If it is necessary to build new passages, hardening should be conducted based on the applications, for example: roads for heavy-loaded vehicles can be constructed with reusable load-bearing brick (elements) and normal passages can be laid with reusable water-permeable brick. Meantime, road sections which produce fugitive dust should be sprinkled for dust suppression. (2) The materials should be piled in a compact manner on the construction site. The construction roads should be combined with two types, viz. permanent road and temporary road to reduce the occupied land area. When another site should be selected for material storage and processing in case that the construction site is narrow and small, the wild land, waste land and idle land should be considered firstly. (3) The ground of areas for material storage, processing and big formworks should be level and solid. (4) Fugitive discrete materials in fine particles on the construction site should be stored and unloaded in an airtight manner. Masking measures should be taken for their handing. (5) The earthwork should be piled in a concentrated place and be covered, solidified and greened. For the excavated spoil, cut-fill balance calculation should be firstly carried out if there is a site to pile it, or resource allocation be conducted with neighboring construction site to backfill with the original soil as much as possible and reach the cut-fill balance on the earthwork volume. (6) The exposed ground of the office area and living area on the construction site should be sprinkled for dust suppression and be greened and beautified based on actual conditions. (7) Transport vehicles of a sealed type should be used for the transportation of earthwork, muck and construction waste. Facilities for vehicle washing should be set up at the exit/entrance of the construction site. Vehicles should be cleaned up before leaving the site. Concrete, asphalt or broken brick hardcore should be laid on the road between the vehicle washing facilities and Changsha Environmental Protection Vocational College 25 Hunan ECOP for Small-scale Civil Works the exit of the construction site to avoid the mud and sand being carried out of the site. (8) In case of house demolition, a construction plan should be prepared previously by the Contractor of the civil works and approved by the construction supervision institution and the town project institution to determine whether to take such fugitive dust preventive measures as cleaning the dust, sprinkling the demolished structure and arranging separate plate. Waste and muck should be stored in an area on the demolition construction site and be cleaned and transported timely. Waste and muck should be transported from the demolition construction site based on the approved route and time to dump at the designated disposal place. (9) Premixed concrete and mortar should be encouraged to use on the construction site. (10) Dust proof and suppression measures should be taken for the agitation of concrete and mortar. (11) Earthwork backfill, transportation and other constructions which would produce fugitive dust should be avoided in case of windy days with a 4-grade wind. Harmful Gas Emission Control Harmful gases during the construction period of small-scale works are mainly from the construction machinery, transportation vehicles and the waste gases caused in the decoration process. For the above-mentioned gases, this ECOP proposes the following emission control measures: (1) Strictly prohibit the burning all wastes on the construction site. (2) Maintain and repair regularly the construction vehicles and mechanical equipment to keep them in good working conditions. The national emission standard should be met for the tail gases emission. (3) Qualified construction materials approved by legal inspection unit should be selected as the decoration finishing materials. (4) Asphalt, coal tar preservatives and damp-proof agent should not be used Changsha Environmental Protection Vocational College 26 Hunan ECOP for Small-scale Civil Works for wood board and other wood materials used in civil engineering project interior decoration Water Pollution Control Waste water in the construction period of small-scale works is mainly composed of the construction and production waster water and domestic sewage, of which construction and production waster water is mainly from the washing of the concrete mixer reception and vehicle. For the above- mentioned waste water, this ECOP proposes the following control measures: (1) A sedimentation basin should be provided at the washing place for concrete mixer reception and the transportation vehicle on the construction site. The waste water should not be drained directly into the municipal sewage pipe network or rivers and can be recycled or sprinkled for dust suppression after a second sedimentation. When the mud and sand in the sedimentation basin reach the 1/4 depth, spoil disposal should be carried out to transport the mud and sand to the designated places instead of abandoning them randomly. (2) An oil separator should be provided at the canteen and a disposal unit who possesses a waste disposal qualification certificate and a business certificate issued by relevant departments should be entrusted to carry out timely treatment. (3) Swill buckets of a seal type should be provided outside the canteen and timely treatment should be carried out. (4) Septic tanks of the temporary toilet provided on the construction site should be impermeable. (5) Drainage ditches and sedimentation basin should be provided on the construction site, and a filter screen should be provided for the water pipelines of the canteen, lavatory and shower cubicle. The construction waste water can be drained to the municipal sewage pipe network or rivers after sedimentation and the drainage ditches should be kept clean and clear. Changsha Environmental Protection Vocational College 27 Hunan ECOP for Small-scale Civil Works Noise Pollution Control Sources of noise pollution are mainly the construction machinery and the transportation vehicle. The noise affects the acoustic environment the area around the construction site and two sides of the roads. For the noise pollution of the small-scale civil works, this ECOP proposes the following measures: (1) The construction time should be strictly restricted at 8: 00~20: 00, with no construction at lunch break (12: 00~14: 00). It should be noted that the time for the vehicle entering into and leaving the site is compliant with the requirements of local government. The neighboring residents should be informed in case of nighttime construction, relevant procedures should be handled and measures should be taken to reduce the influence on the residents. (2) Such noise absorption and insulation measures as separation, enclosure and afforestation should be taken on the construction site. (3) Advanced construction technology and construction machinery and equipment with a lower noise standard should be selected. Necessary measures for noise elimination, vibration isolation and reduction should be taken and routine maintenance of the machinery and equipment should be conducted. (4) Noise generation equipment on the construction site should be arranged at the side away from the residential area. Measures such as sealing the equipment can be selected to reduce the noise level. (5) Vehicles transporting materials should run at a speed less then 20 km/hour on the construction site and whistle is not allowed. (6) Noise generation equipment (air compressor, generator, etc.) should be arranged at a closed equipment room. Wastes Control Solid wastes during the construction are construction waste, abandoned oils and chemical solvents, etc., of which construction waste is the main solid Changsha Environmental Protection Vocational College 28 Hunan ECOP for Small-scale Civil Works waste with the main following contents: soil, muck, spilled mortar and concrete, broken bricks, stones and concrete produced by shaving and chiseling, reinforced concrete pile head, metals, bamboo and wood materials cut by piling, wastes produced by decoration finishing, various package materials and other wastes. For the above-mentioned solid wastes, this ECOP proposes the following control measures: (1) Closed garbage stations should be provided on the construction site. Construction wastes and domestic garbage should be stored by classification and transported and disposed timely. (2) Corresponding containers and pipelines should be used for the disposal and transportation of construction wastes in buildings and throwing wastes high up in the air is strictly prohibited. (3) Wastes produced by construction, demolition and site cleaning should be disposed by classification, those directly reusable and renewable materials should be recycled and reused by classification and the rest should be entrusted to a disposal unit who possesses a waste disposal qualification certificate and a business certificate issued by relevant departments for timely disposal. (4) Abandoned oils and chemical solvents should be stored in a concentrate place and entrusted to a qualified disposal unit for treatment. Casual dumping is strictly prohibited. (5) The construction equipment should be maintained and sprinkled greasy dirt should be avoided. Special equipment maintenance area should be arranged on the construction site to ensure all equipment is maintained at the designated area. (6) All the solid wastes produced in the construction should be cleared away after the completion of the project. Soil erosion Control For the soil erosion in the construction, this ECOP proposes the following control measures: Changsha Environmental Protection Vocational College 29 Hunan ECOP for Small-scale Civil Works (1) Use the existing legal borrow pit and the borrow areas approved by local environmental sanitation department preferentially and the construction spoils should be abandoned casually. (2) The newly-built borrow areas should be approved by relevant authorities and their side slopes should be protected. The topsoil should be cleaned and stored for vegetation recovery after the construction when borrowing soil. (3) Intercepting ditches and headraces should be constructed based on the topographical conditions to channel the flow formed in rainy season to prevent the works from washing by the surface runoff. Protection of Cultural Relics There are no cultural relics in the construction area based on relevant investigations. Construction should be stopped in case of any unmovable cultural relics (including ancient sites, ancient tombs, etc.) being detected during construction and the site should be protected under the supervision of construction supervisor instead of settling it without authorization and reported to the local administration of cultural relics. After the cultural relics are identified and cleaned by the administration of cultural relics, the construction unit should prepare a construction plan for sections with cultural relics and start construction after approved by the administration. The movable cultural relics detected during construction should be submitted to the administration of cultural relics instead of possessing them for your own purposes. Refer to Figure 4-1 for the detailed disposal of cultural relics detected during the construction period. Protection of Vegetation In order to protect the vegetation in and around the project area and the ecological environment, this ECOP proposes the following measures: (1) Strictly prohibit cutting down trees outside the construction area. (2) Optimize the arrangement of the construction site in a reasonable way to reduce the range of construction as much as possible and the extent of damage caused by the project implementation on the vegetation. (3) Effective measures, such as covering with gravels, planting fast-growing grasses and other measures should be taken for the vegetation destroyed by the construction or the bear earth caused to avoid soil erosion and loss. (4) The original vegetation area destroyed by the construction should be rehabilitated and greened reasonably after the completion of the construction. Native species should be selected for the ecological restoration of vegetation and greening and external species should be avoided. Risk Prevention The construction unit should prepare the accident prevention plan previously and allocate corresponding personnel. In case of any accident, treatment should be conducted and report to the environmental supervision unit and town project institutions. Occupational Health (1) Warning signs and instructions should be provided at working posts, equipment and locations that are occupational-disease inductive on the construction site. (2) Occupational health training and physical examination should be provided regularly for operators conducting poisonous and harmful workings and Changsha Environmental Protection Vocational College 32 Hunan ECOP for Small-scale Civil Works instruct them to use occupational disease-prevention facilities and personal protective articles correctly. (3) Safety helmet/belt and such personal protective articles as safety shoes and work clothes matched with the type of work should be provided for construction personnel by the construction unit. (4) Low noise equipment should be selected on the construction site and automatic and closed construction technologies should be popularized to reduce the machinery noise. The operators should wear a pair of earplug for hearing protection during working. (5) Forced ventilation facilities should be provided at those anti-corrosion and water-proof working areas in basement which are not ventilated favorably. Operators conducting poisonous and harmful workings should wear a gas mask or protective facial mask. (6) Sprinkling facilities should be provided at working areas full of dust to reduce the dust concentration. Operators should wear a dust mask and such personal protective articles as protective mask, goggles and gloves in case of welding. (7) Heatstroke prevention and cooling supplies should be provided on the construction site in case of high-temperature operations. And the work and rest time shall be arranged reasonably. Hygiene and Disease Control (1) The staff foods, potable water, rest rooms on the construction site should be compliant with the hygiene standard. (2) Ventilation and lighting facilities should be provided in dormitories, canteens, bathrooms and washrooms and special staffs should be arranged for their daily operation. (3) Open-type windows should be provided in dormitories on the construction site. Beds should not be more than two levels and the wide bed for a number of people should be avoided. Changsha Environmental Protection Vocational College 33 Hunan ECOP for Small-scale Civil Works (4) Canteens should possess a valid sanitation license issued by relevant authorities and all utensils should be clean and compliant with the standard. The kitchen staff should possess a valid health certificate. (5) Canteens should be arranged in areas far away from such pollution sources as toilets, garbage stations and poisonous and harmful places. (6) Separate preparation rooms and storerooms should be arranged. Rat proof baffle with a height of no less than 0.2 m should be provided under the door leaf. (7) Toilets, sanitation facilities, drainage ditches and dark and humid areas should be sterilized regularly. (8) Closed-type containers should be provided for living areas to control flies regularly and clean and dispose them timely. (9) A clinic should be provided on the construction site and be equipped with heath care kit, common medicines and first-aid apparatus such as bandages, tourniquets, cervical collars and stretchers. (10) In case that the construction personnel get infectious diseases (notifiable diseases refer to: SARS, pestis, cholera, viral hepatitis, bacillary and amebic dysentery, typhoid fever and paratyphoid fever, Aids, clap, syphilis, poliomyelitis, measles, chincough, meningococcal meningitis, scarlatina, epidemic hemor-rhagic fever, hydrophobia, leptospirosis, brucelliasis, anthrax, epidemic and endemic typhus, epidemic encephalitis B, kala-azar, malaria, dengue fever, pulmonary tuberculosis, schistosomiasis, filariasis, echinococcosis, lepriasis, influenza, mumps, urticaria, tetanus of newborn, acute hemorrhagic conjunctivitis, infectious diarrhea) food poisoning and acute occupational poisoning, the local health and epidemic prevention department and the department in charge of the construction should be informed and the disposal should be based on the relevant regulations of the health and epidemic prevention department.
