The Development Objective of the proposed Grant is to strengthen the public service delivery capacity at decentralized level in Morocco by improving local governments’ access to support services and incentives. 2. A new assistant project manager, in charge of overall project coordination, was hired in May 2015, and largely contributed to the pick-up of activity within the PIU. Since his recruitment, the PIU produced a number of important outputs including the setting up of a consolidated action plan for the 3 components. The contract for the design and initial set-up of deconcentrated local government support centers has been signed in November 2015. The 4/19/2016 Page 1 of 7 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report DTF: MA-Local Government Support Program (P144438) consultant’s key missions consist in designing CR institutional set up based on international benchmark and local expectations and facilitating the design of MoUs between the DAJEDC/MI and governors/walis/elected bodies of the 4 pilot sites. Aimed at sharing experience on similar existing support centers and at getting feedback from French LGs, a visit to Lyon (France) was organized in December 2015 with the participation of several representatives from the local elected bodies in the pilot sites. The visit was followed by regional workshops which took place in the 4 pilot sites between January and February 2016.The main objectives of the future deconcentrated support centers were presented to Walis, governors, and local elected bodies. The first feedback from local bodies selected was very positive, showing a strong buy-in and commitment to implement the centers. A national workshop is scheduled to take place in April in order to validate the institutional scenario proposed for the centers. The second quarter of 2016 will be dedicated to setting up the 4 support centers and to recruit dedicated human resources. Component 2: The MI Authorities for local services (Direction des Régies et Services Concédés, DRSC) is in charge of this component, which aims to accelerate the creation of inter-municipal cooperation structures and that of new service delivery models in selected pilot sites, while optimizing the private sector’s role and investment sharing with public authorities. In October 2014, DRSC hired an Institutional Expert to support the PIU in project implementation. The expert has produced 3 key deliverables: (i) elaboration of the Transport Financing Fund eligibility criteria; (ii) analysis of inter-municipal cooperation structures; and (iii) note related to public transport financing mechanisms Following field visits that took place at the end of January 2015 to meet with targeted LGs (Agadir, Casablanca, Marrakech, Oujda, Rabat, and Tangier), a workshop was organized to share recommendations from these national and local stakeholders so as to finalize and approve ToRs. Call for proposals have been published in July 2015, offers were analyzed during October and November and the main technical assistance was selected in December. Contract is under finalization. The mission will start by April 2016 and a first deliverable will be shared with the project team by May 2016. Additional activities to be included under component 2 encompass: (i) an assessment of potential options and scenarios to restructure the electricity, water, and sanitation distribution system in the Souss-Massa region in line with PACT objectives. ToRs have been reviewed and revised by the World Bank Water and Energy team (Daniel Camos and Richard Abdulnour); (ii) an assessment of transport fare integration for the newly created Rabat’s intermunicipal cooperation structure (Al Assima): (iii) technical assistance for LGs to support them in achieving eligibility criteria for financial support from the dedicated transport fund (FART). Another key objective of the Program is to enhance funding mechanisms at the MoI level for the creation of new inter-municipal cooperation structures and local asset companies. This will guarantee the Program’s consistency and sustainability through further supporting inter-municipal cooperation in the long run. A draft report has been shared by the PIU to be finalized and approved by the Steering Committee by April. Component 3: Since May 2015, the PIU showed greater project ownership, which enabled to speed up project implementation as well as to facilitate coordination. Two new experts (in procurement and in financial management) have joined the PIU and have been trained by the Bank FM team to facilitate their familiarization with the procedures applicable to the project. In addition, the Procurement plan is updated regularly and the key recruitments for the PIU have been completed. The new disbursement framework will also contribute to smooth the disbursement process and FM globally. In terms of project monitoring and evaluation, an M&E consultant will be recruited by April 2016 (the ToRs have been finalized thanks to the help of Mohamed Khatouri, Lead M&E Specialist in OPCS). The consultant’s missions will include the development of a project M&E system as well as the review of the results framework and the mapping of the project results chain. He will also maintain close follow up of the PDO, including technical assistance implementation on components 1 and 2. In terms of results, the project remains in line with the expected progress as initially outlined in its M&E framework, which realistically considered project achievements to materialize in the second half of project implementation. However, significant progress is being achieved around key aspects of component 2: > number of conurbation associations created and/or expanded with clear/sustainable arrangements : 4 such entities have been created so far (Grand Nador, Grand Agadir, Groupement Al Assima, Al Beida) > number of conurbations with operational asset companies or similar institutional arrangements : 8 SDL have been created (including Casa Transports, Casa Prestations and Rabat Parking). All TBD indicators will be firmed up by Q4FY16 following the currently ongoing recruitment of the M&E Specialist. Close monitoring and coordination efforts will be maintained by the PIU over the next months with regular meetings to ensure the implementation of prior action plan and a smoothen flow of disbursements.
