No The World Bank Integrated Coastal Zone Management (P097985) I. SUMMARY OF PROJECT STATUS AND PROPOSED CHANGES 1. The project supports national capacity building for comprehensive coastal management through Integrated Coastal Zone Management (ICZM) approaches under Component 1 and pilot the approaches and state level capacity building in the states of Gujarat, Orissa and West Bengal respectively under Components 2, 3, and 4. 2. The ratings for achievement of the Project Development Objective (PDO) and the Implementation Performance (IP) for the project continues to be Satisfactory (S) over the past 21 months (since July 2018). All 5 PDO indicators and all 16 intermediate outcome indicators have been met. 3. Achievement of the PDO indicators has contributed significantly to capacity building and supporting the ICZM approaches. More significant achievements of the project include: (a) policy reform – revised regulations related to coastal zone management and integrated island management in 2019, after a nationwide consultation that lasted more than a year; (b) establishment of institutions at national, state and district levels supportive of integrated coastal zone management; (c) creating substantive knowledge base needed for the country at both national and state levels, which are introduced for the first time in the country and, for several themes, for the first time in the region or globally; (d) establishment and operationalization of a world-class knowledge provider – the National Center for Sustainable Coastal Management (NCSCM) at Chennai – which is not only providing cutting edge knowledge to the national and state governments, but has also started offering knowledge support to the Indian Ocean Rim Countries or to platforms such as the West Africa Coastal Alliance. Integrated coastal zone management plans have been prepared for three pilot states of Gujarat, Odisha and West Bengal, and most of the pilot investments demonstrating thematic, inter-agency integration have been completed. Several actions for mainstreaming gender and climate aspects as designed have been completed. The beneficiary indicator has exceeded its target. 4. The other Project ratings are Satisfactory (S), including: Financial Management, Project Management, Counterpart Funding, Procurement, Monitoring and Evaluation, and overall Safeguards Rating 5. The Project implementation has been disrupted due to COVID-19 over the past 3 to 4 weeks, ahead of the closing date March 31, 2020. Also the post-project closing activities are expected to be delayed by 4 to 6 weeks on account of ongoing India COVID-19 Lockdown till mid of April, 2020 and subsequent delays expected for resuming the activities. In view of this, DEA's email dated March 28, 2020 requested extension of Project closing date by three months from March 31, 2020 to June 30, 2020. II.
