The main reasons are: 4/9/2021 Page 1 of 8 Public Disclosure Copy The World Bank Implementation Status & Results Report Emergency Safety Nets project (Jigiséméjiri) (P127328) Delays in the procurement of key contracts for the implementation of cash transfers and accompanying measures, the socio-political crisis and the measures taken by the Government to contain the COVID 19 pandemic have slowed the project implementation. 1. During the period under review , the PIU has maintained the payment of cash transfers through mobile payments to beneficiaries in the regions of Kayes, Koulikoro, Sikasso and in (Tenenkou and Dounetza) in Mopti region. 2. Activities related to the implementation of income generating activities (IGA) included : (i) the establishment and formalization of 2,882 "Save for Change" (EPC) groups composed of 41,763 women, including 34,620 women from former cash beneficiary households; and (ii) the evaluation of the terms of reference for NGO recruitment. The Bank reminds the UTGFS of the importance of taking into account adaptation measures in the face of the pandemic. 3. In regard to labor intensive public works, given the PIU has started the implementation of 369 public works out of 400 funded by the first additional financing and only 59 public works were completed, the Bank and UFTGS discussed the status of the sites and agreed to: (i) select 140 sites to be completed on the basis of a certain criteria and information contained in Kobotoolbox (availability of materials on site, level of progress of work, accessibility and safety at each site); and (ii) the contribution of activity in the economic productivity of the community. Those sites will be supported by the FA2. 4. The RSU currently includes data from the 91,630 households that have been beneficiaries of the Jigisemejiri program (Cash transfers, Income Generating activities and Labor Intensive Public Works). In total, the RSU has collected data from 381,000 households including Regime d’Assistance Medicale RAMED beneficiaries, and beneficiaries of NGOs such as Action Against Hunger, International Solidarity and International Red Cross IRC, internally displaced people as well as beneficiaries of the PGTMU. The mission reminds UTGFS that, as part of support for the decentralization of the RSU, FA2 will support the establishment of two regional units in Ségou (District of Bla) and Kayes (District of Diéma). 5. The project has maintained its presence in the center and north: in Mopti with cash transfers to support the rehabilitation of the Konna port in the framework of the Alliance Sahel. In Gao, the payment of cash transfers has resumed with STOP SAHEL as the payment agency.
