To date, various civil works that are intended to improve mobility of pedestrians have not yet started. The first bi-annual ME report (dated March 2020) counted a total 60 pedestrian fatalities in the five corridors over the estimted 298,040 vehicles in the influence area, and found the 2019 baseline is only 0.2, far below the original estimte of 25 from the project preparation. The ME also validated baseyear data for each of the five corridors which is Comments: updated in this ISR. The final first bi-annual ME report concluded that the original baseline values, developed during the project preparation, are significantly over-estimated, which led to the overestimated targets set in the PAD. It recommended the updated data be used as the right baseline for this PDO indicator and the future year targets be revised to align with the revised baseline data during the mid-term review.
