Furthermore, technical assistance to the project has assisted the Ministry of Social Services, Livestock and Welfare Development (MoSS) to design a blueprint for a future electronic management information system and revised disability assessment tool to help improve the targeting and efficiency of its programs. These outputs will be a helpful resource for the MoSS as it continues to modernize its systems. In the three months to March 2015, cash payments to existing beneficiaries have continued to be processed smoothly. Skills training programs have now begun in all nine districts (including the three additional three-month courses approved in December) and all are scheduled to be completed by the end of March. Training programs for 399 government officials have been completed. However, progress on the additional activities agreed upon in December has been slowed by reappointment of government officials following January's presidential elections. The extension of cash payments to an additional 2,100 beneficiaries is still pending registration of bank account details. One-day workshops - planned to sensitize up to 5,000 people with disabilities in Northern areas to the available vocational training and employment opportunities, and to help the MoSS gauge demand for these services - have yet to commence. Finally, the MoSS continues to collect data on project outcomes. In order to allow sufficient time to conclude these activities and come to a satisfactory closure of the project, an extension of the closing date by two months, to May 31, 2015, was discussed and agreed upon by the Government of Sri Lanka and the World Bank. The reported figure is based on (i) beneficiary self-reported consumption impact of over 20%, and (ii) actual propensity-score matched average treatment effect (ATT) on income per capita of 25% relative to the control group (PWDs on the waiting list for benefits).* While the indicator is phrased in terms of household consumption, the results for consumption were inconclusive, probably reflecting the need for further data cleaning. This will be done for the ICR, which will more deeply analyze the household survey data. * Control group average monthly per capita income at end of project: Rs 2,961. Treatment group average monthly per capita income: Rs 3,701. ATT = Rs 740 (25%). Reference: poverty line is approximately Rs 3,600. There were three categories: Course Content, Delivery of Training and Residential Facilities. Within each category, scores for sub-questions were averaged. The average score of these category averages was then taken. Finally, averages were taken across the three programs.
