It was not fully implemented for several reasons. The political changes, difficulties to identify qualified consulting firms locally and challenges to finalize quality reports to the satisfaction of the government required more time for the Project implementation. The mother trust fund was closing, and a project extension was not possible. In addition, the project to develop a Mineral Sector Policy requires strong inter-ministerial collaboration and coordination, as it needs inputs in all stages of the project from the mining department, but also Environment, Economy and Health. This is a time-consuming process, in particular in times of political change. Two "deep dive" studies were conducted and will be used for the finalization of the policy. In addition, the Government succesfully initiated a rapid Assessment of the Economic Impact of COVID-19 on the Mining Sector, as an input for the future policy. The Deputy Minister of the Territorial Administration and Infrastructure (it replaced Ministry of Energy, Infrastructure and Natural Resources) participated in the Intergovernmental Mining Forum (IGF) as part of the project capacity building activities. After this, Armenia became a member of the IGF. It will be developed under the new Mineral sector Policy Grant II financed by EGPS. It also reflects on the other indicator by which community representatives should express their views on the future of the sector. Large policy consultations did not happen, also due to the Covid Crisis, and will be part of the upcoming new grant. Stakeholder Engagement Plan identified all key stakeholders and specifies actions for their involvement in all actions of the new project. The Economic Assessment final Report was not accepted by the Government. Yet, Report has important findings that will be used in policy discussions during next steps. An additional analysis of the impact of Covid19 on the mining sector was also finalized.
