ARCHEOLOGICAL OR Coordinate with the Historic Preservation Agency to avoid any impact CULTURAL SITES occurred to the cultural sites as a result of the project ENVIRONMENT Contractor shall have available at all times: EQUIPMENT e List of Chemicals used Material Safety Data Sheets D Leakage and spill equipment o Dedicated drum for oil waste s Cleaning equipment and necessary disposal drum for solid waste RESOURCES Contractor shall aware about PALYJA environmental policy, prevent any MANAGEMENT kind of pollution (water, air, soil), regard the energy efficiency and water- saving policy in their operation. WASTE MANAGEMENT The contractor shall keep the work site and other areas in a neat and clean condition and free from any accumulation of rubbish. MATERIALS No use of asbestos or other hazardous material. In the event that some material have to be used, the Contractor has to inform PALYJA and has to regard the related regulation. MINIMUM ENVIRONMENTAL & COMMUNITY REQUIREMENTS FOR PIPELAYING WORKS OR NETWORK OR DISTRIBUTION PROJECTS PALYJA as water supply production and distribution has many projects to achieved its aim for providing clean water to its customer. The number of project, rehabilitation and extension, is quite significant. Consequently, they have significant environmental effects, i.e., traffic disturbance, dust, noise, potential danger of open trance (pit) toward vehicles and people, etc. The bigger the project, the longer the pipe laying, the more environmental effects that projects can cause. Firstly, the internal effect of project toward people who works for projects, in some way, relates to as working accident and safety. This are stated in Frame contract - Safety and Health Requirement. Secondly, the effects to the people around the project can be in term of traffic disturbance, noise, and dust spreading toward people who live near the project area. Traffic in Jakarta area is very sensitive matter, it can create lots of trouble to people, i.e., traffic jam, long queue of cars problems, people or vehicles being slip in the hole (pit), equipment blocking the area, etc. In addition, the local government DKI through their executing agency is very strict on this matter. Therefore, we have to minimize such trouble by ensuring that contractor follows the guidance in the implementation of the project. Finally, PALYJA is very well aware that impacts of the projects toward people are very significant and become prerequisite for the success of the projects implementation. PALYJA has already given the Environmental Assessment, Management and Monitoring Statutory from Ministry of Public Works (Letter No. KL 03.02-MN1358), which stated its obligation to manage and monitor every environmental aspect from its operation, including treatment plants and pipe projects. Consequently, it become mandatory to PALYJA and its contractor to follow necessary steps and guidelines in ensuring safety and environmental friendly measures to minimize environmental problems. The following requirements are environmental requirements that have to be applied in projects: Minimize community disruption The construction of projects, for example : a buried pipeline in public streets through residential areas will necessarily cause some inconvenience for the local residence. To minimize this inconveniences the following requirements will be invoked: I . Construction activities will be limited to the hours of 07:OO am to 07:OO pm except when extenuating circumstances require work performed beyond these hours 2. All roadway lanes will be made passable at the end of each day by backfilling or steel sheeting the trench 3. If necessary, an entire street may close as construction progress. Also any proposed street closing will be continued with the City Public Works (Dinas Pekerjaan Umum) Department and properly posted prior to the street closing. Utility impact The planning and construction of a buried pipeline has to underline the impact of the proposed pipeline to existing underground utilities, which include water, sewer, and storm drains. Any proposed project shall coordinated with the City Public Works Department. Backfill material Select native material meeting the specification size and shape requirements (R value, pressure, sand equivalent etc) and free from wood waste or other extraneous or objectionable materials may be used for trench backfill material. Source for backfill material shall listed in approved or legal burrow sites which have restoration/rehabilitation program, or supplier for the material shall have legal permit for its product. Construction cleaning The contractor shall keep the work site and other areas in a neat and clean condition and free from any accumulation of rubbish. Air Pollution Control The contractor shall carry out effective measures and as often as necessary to prevent the operation from producing dust in amounts that can damaging the property, cultivated vegetation or domestic animals or causing nuisance to persons living in or occupying building in the surrounding area. Sanitary provision If necessary, the contractor shall provide and maintain in a neat, with an awareness in efficiency and sanitary condition such accommodation for the use of his employee and the company (PALYJA). Provision for Water Courses The contractor shall provide for the flow of all water courses, sewer or drains, intercepted or disturbed by the contractor during the progress of the work, and shall replace the same in as good condition as found or shall make such final provision for them as necessary. The contractor shall not obstruct the gutter of any street, but shall use all proper measure to provide for the free passage of surface water. The contractor shall make provisions to take care of all surplus water, sediments, silt, mud, or other run off pumped from excavations and shall be responsible for any damage, of whatever nature, resulting from failure to provide such. Well waste lines (drainage control) and sediment control Contractor shall have an awareness in environmental and natural resources preservation in their operation. For managing the water pollution or drainage control or other water impact, for example in the beginning of pumping cycle, the well waste lines will convey extracted groundwater to the storm drain system. For sediment control and preventing erosion, the contractor shall manage to build sediment fencing where is necessary. Archeological or cultural sites When the project location is near the archeological or cultural sites, the contractor and the company (PALYJA) have to coordinate with the Historic Preservation Agency to avoid any impact occurred to the sites as a result of the project. The monitoring and control shall perform by the company. In the event that any archeological or cultural resources are uncovered during the course of construction, all work shall be stopped until an inspection and evaluation of the site has been made by an archeologist to ensure that the archeological data are properly preserved. The contractor shall notify the Company (PALYJA) who will in turn notify the proper authorities. The guideline and contact person for this event will be detailed further and be completed, in particular for contact person and related regulation about archeological and cultural property. Maintenance Traffic The contractor shall conduct his work as so interfere as little as possible with public travel, and shall at his own expense provide and maintain suitable bridge, detours or other temporary facilities for the accommodation of public private travel including mail delivery and shall give reasonable notice to the owner of private drivers before interfering with them. Noise Control Construction activities will be limited to the hours of 07:OO am to 07:OO pm except when extenuating circumstances require work performed beyond these hours or the works is authorized by the company (PALYJA). Oil, fuel and other chemical and its waste Every material with flammable characteristic (oil, fuel), and other chemicals which are used in project have to be reported by the contractor to the company (PALYJA), and have to be managed properly in operation. Every spill and leakage have to be prevented, and in case it happened have to be managed properly refer to the Material Data sheet of the chemical and or company pollution prevention procedure and have to be reported to the company (PALYJA). The waste have to be collected and disposed to the legal and proper disposal site. The disposal program have to be reported to the company which has to monitor and control the program with reference on company environmental management program. The guideline about this subject can be detailed in further and stated in the Frame Contract and Technical Specification. Consultation, disclose and grievance procedurs PALYJA manages its territory by having 3 service units, called UPPs. Each UPP (South, West, Central) has assigned one dedicated team, UPP-Public Relation team, to do community meeting I socialization of PALYJA projects. About two weeks before the project starts, UPP- Public Relation team together with contractor will contact head of RT&RW, the administrative unit at the lowest level in the city, to conduct socialization regarding new projects or network rehabilitation or tariff adjustment. During socialization, PALYJA opens the event by presenting much information about the project such as when project starts and ends, objective of the project, where the projects take place, who are responsible to do the projects including name of the contractor and related units in PALYJA. For any kind of complaints during the work is being undertaken, community may contact either the contractor or related units in PALYJA and once they became PALYJA customers they may contact PALYJA Call Center. PALYJA Call Center provides 24 hours- services and will record all complaints then dispatch them to related units through online system.
