The specific objectives are to: (a) Help the Government to protect expenditures on core income transfer programs, at a time of increasing fiscal pressures; (b) Support the expansion of the Seguro program (Employment Benefit and Training), aimed at increasing employability of unemployed and informal sector workers through temporary cash support, training, and job placement services. (c) Support the Government's strategy to reform the Family Allowances program that provides income transfers to families of lower income formal sector workers, increasing transparency and accountability, and setting the operational pre-conditions for a possible expansion of coverage in the near future. (d) Enhance the capacity of the Government to monitor poverty and social protection, through technical assistance for the design and implementation of a national Social Protection Survey and the improvement of analytical capacity. As of October 22, 2014, Loan 7703-AR is closed after disbursing a total of US$ 449,989,613.00, out of US$ 450,000,000. The Additional Financing Loan (8017-AR), has disbursed US$ 454,061,082.60, and the remaining US$ 25,938,917.40 will be disbursed during the next 20 months. The AF was restructured on August 22, 2014, to: (a) introduce a new expenditure Category "Fees" to cover costs of training services offered to Public Disclosure Copy Training and Employment Insurance (SCE) beneficiaries; (b) reallocate proceeds of US$ 6 million from Category (5) –“Goods, Works, Non Consultant Services, Consultant Services and Operating Costs for Part 3 of the Project” to Category (4) “SCE Grants and AF Grants”, which would be used to finance SCE grants under the same conditions set in the Loan Agreement, and reallocate proceeds of US$11.2 million from Category (5) –“Goods, Works, Non Consultant Services, Consultant Services and Operating Costs for Part 3 of the Project” to the new Category "Fees"; and (c) extend the closing date of the Project to June 30, 2016. The Project has advanced its implementation achieving important results, as the number of "Seguro" participants exiting the program to enter the formal labor force has been over targets for more than one year, even in a context of declining number of program participants; the transition of Family Allowances payments methods from a compensatory scheme with employers to direct deposits to workers was completed ahead of time and the implementation of the Universal Child Allowance program was completed successfully.
