However, the project is faced with a number of delays and challenges, among of which are slow progress in construction and low disbursement rate (at present 43% of the project budget has been disbursed, which represents less than 50% of the forecast in the PAD). In addition, implementation of the Environmental Management Plan (EMP), in particular under ICB1, is showing significant deficiencies. In view of all these delays and concerns, the project was rated Moderately Unsatisfactory. This is due to (i) delays in construction activities; (ii) low disbursement rate (less than 50% of the forecast in the PAD); (iii) deficiencies in the implementation of the Environment Management Plan and Resettlement Action Plan). Public Disclosure Copy It was agreed between the Government and Bank that a number of budget reallocations would be required to ensure that adequate funds are made available for critical project activities such as (i) an update of the Social Assessment to more adequately reflect the project's impact on child and forced labor; (ii) incorporation of a Third Part Monitoring (TPM) and Grievances Redress Mechanism, and (iii) expansion of the demonstration plots to include mechanization of cotton harvesting to pilot viable alternatives to the use of child and forced labor. In addition, the PIU has requested an amendment of the Results Framework (RF) to rectify a number of inconsistencies. MOF will send a formal request for these proposed changes in the budget and RF, after which the project restructuring will be processed by the Bank.
