May 26, 2022 Per Capita Income Guidelines for Operational Purposes The per capita Gross National Income (GNI) guidelines covering the Civil Works Preference, IDA Eligibility, IBRD Terms, and the initiation of IBRD graduation process are updated every year, based on the annual rate of change of the SDR deflator [see President’s Memorandum to the Executive Directors dated September 27, 1983 (SecM83- 924)]. The updated operational guidelines to be applied during FY23 are as follows: Operational Categories* FY23 Guidelines (2021 US$) (i) Civil Works Preference Less than or equal to $1,085 (ii) Effective IDA Eligibility Less than or equal to $1,255 (iii) IBRD terms More than $1,255 (iv) Initiating IBRD Graduation More than $7,445 High-income threshold** More than $13,205 * These categories reflect changes introduced in accordance with the Memorandum to the Executive Directors dated January 17, 2008 (R2008-0007). ** The High-income threshold has been included for reference, in light of the Development Committee paper DC2018-002/P. Per capita GNI data (Attachment 1) for borrowing member countries for 2021 have been prepared in accordance with the procedures described in SecM2000-625. These countries are indicated with “...” in the data columns in Attachments 1 and 2. Updated guidelines and per capita GNI estimates will be used for all operations for which invitations to negotiate are sent out from July 1, 2022 to June 30, 2023.
