The results were confirmed by an independent verification of the key project outcomes, which reviewed 25 Skills Development Fund (SDF) sub-projects. This review found that the SDF demonstrates visible and strong results in terms of improvements in labor productivity, job creation, enterprise scale-up, increased earnings, reduced rate of business failures, reduced wastage in production and training periods, shorter production cycle, improved quality of products produced, etc. The SDF has achieved most of its targets in the five calls for proposals by exceeding targets on the number of grants (449 targeted and 617 actual), the number of firms (3,070 targeted and 10,906 actual), and the number of workers trained (24,000 targeted and 77,075 actual). Project disbursement improved considerably from 80.7 percent in December, 2015 to its current rate of 89.0 percent in June 2016. The undisbursed amount under the project as at June 16, 2016 was US$4.96 million. The project is on track to be fully disbursed by project completion. Two letters from the Government dated November 30, 2015 and February 21, 2016 were received requesting a reallocation of project proceeds and a six-month extension of the project. The request was approved by the Bank through a project restructuring on June 10, 2016. The restructuring proposed efficiency savings for project administration including reducing the rental space for the project office and reducing the number project staff supported under the project from 13 to 8 to ensure that project activities are satisfactorily completed. A number of outstanding activities will be completed by the revised closing date which will ensure that the GSTDP achieves its PDO more fully. These activities include the: (i) close-out of all SDF sub-projects under Category 1--about 33% of sub-projects have been closed-out although 203 out of the 617 sub-projects are completed; (ii) completion of minor renovation works and supply of equipment in 10 public TVET institutions under Category 3; (iii) training of staff in programming, database management, data manipulation and use so that they can effectively manage, maintain and use the COTVET MIS platform also under Category 3; (iv) setting up a functional STI MIS in MESTI; (v) renovation of the STI Directorate in the MESTI and ensure its sustainable financing; and (vi) management of the final implementation and close-out processes for sub-projects being implemented by the five Science and Technology Institutions to refine and market innovative market-oriented technologies for the private sector (all under Category 4 of the Project). The project implementation will focus on activities towards the successful completion of the project by completion which has been revised to December 31, 2016 with the extension of the project. The engagement with government, the implementation agency (COTVET) and the project team continues to focus on those issues which will ensure the project activities can be completed on time and that the project targets will be achieved in full. The need to ensure the sustainability of the project and to reinforce institutional, technical and financial measures to this end remain relevant. In addition to the aforementioned activities, the following are also expected to be completed in the coming months: a beneficiary assessment; a project stakeholder and completion workshop; and the Government's own completion report (to be included in the Bank’s Implementation Completion and Results Report (ICR)).
