However, a range of activities have been taking place during the preparation stage of the project. The World Bank has supported efforts to prepare the National Bureau of Statistics of Tanzania (NBS) and the Chief Government Statistician of Zanzibar (OCGS) for the implementation of the Tanzania Statistical Master Plan by strengthening the fiduciary, administrative and project management functions of the two offices. Significant improvements have been made to enable the NBS to manage external financing for statistics including the establishment of a Public Disclosure Copy basket fund. The World Bank has also supported the NBS in reaching an agreement with key development partners on common principles and procedures for support for statistics in Tanzania. Currently, the basket fund partners consists of the Canadian International Development Agency (CIDA), the UK Department for International Development (DfID) and the World Bank (WB). The overall statistical strategy is also supported in different ways by UNICEF, UNDP, UNFPA, UNIDO and EU. In addition to supporting project preparation, the World Bank supported a number of priority statistical activities in 2010-11 fiscal year including the revision and re-basing of CPI and GDP in Tanzania. The new revised CPI series was launched in November 2010, and the revised GDP for Tanzania Mainland and Zanzibar is expected to be published in June 2012. On 25 October 2011, the first ever Annual Statistical Sector Review was conducted in Dar es Salaam with the participation of users, producers and financiers of official statistics in Tanzania. The conference, which was opened by acting Permanent Secretary of Finance, Dr. Likwelile, featured presentations on the performance of the national statistics system in 2010-11 and highlights of the Annual Work Plan for 2011-12. The results of the first ever official statistics user-satisfaction survey in Tanzania were presented. The overall rating of the Tanzania national statistics system was 3.53 out of 5. NBS and OCGS is aiming to reach a rating of 4 out of 5 by 2016. The sector review also contained in-depth reviews and discussions on a number of statistical subject matter areas including education statistics, population projections and agricultural statistics. NBS has initiated preparations for the needed reform of the legal framework for statistics in Tanzania. NBS is currently engaging the President's Office - Public Service Management to get endorsement for the proposed policy changes. Next step will be to prepare a cabinet paper that will eventually be submitted to the Cabinet of Ministers for formal approval. NBS and OCGS are also in the midst of a comprehensive organizational restructuring effort. NBS is assisted by PwC and OCGS by Ernst & Young. The aim is to reorganize the two statistics offices to be better equipped to respond to user needs and expectation and to modernize HR policy and performance management tools.
